“Suitable reports that document the results of activities performed with FHWA planning and research funds must be prepared by the State DOT or subrecipient and submitted for approval by the FHWA Division Administrator prior to publication. The FHWA Division Administrator may waive this requirement for prior approval. The FHWA’s approval of reports constitutes acceptance of such reports as evidence of work performed but does not imply endorsement of a report’s findings or recommendations. Reports prepared for FHWA-funded work must include appropriate credit references and disclaimer statements.”

Director's Message:
Welcome to the Minnesota Department of Transportation Research Services FY2012 Annual Report. This document has been issued to:
- Fulfill federal requirements to account for our research program's finances, progress and results from July 2011 through June 2012.
- Demonstrate accountability and transparency to Commissioner Thomas K. Sorel, MnDOT's other leaders and district offices, the Local Road Research Board (LRRB), state government, the Legislature and Minnesota taxpayers.
- Disseminate research results to encourage implementation and make the most of Minnesota's research investments.

We are pleased to present the Minnesota Department of Transportation FY2011 Research Report describing Research Services and Library activities from January through June 2011. This report fulfills a federal requirement to account for the research program’s finances, progress and results. It also supports MnDOT’s goal to provide transparency in our operations and represents our accountability to Commissioner Thomas K. Sorel, MnDOT’s leaders and district offices, the Local Road Research Board, state government, the Legislature and Minnesota taxpayers. Director's Message
We are pleased to present the Minnesota Department of Transportation Research Services 2009 Annual Report.
This report describes our products, projects and services, and highlights many of our accomplishments during the past year. The report also fulfills a federal requirement to report on the research program’s finances, progress and results. More importantly, the information in these pages constitutes another step toward greater accountability and transparency to Commissioner Thomas K. Sorel, MnDOT’s leaders and district offices, the Local Road Research Board and Minnesota’s taxpayers. We hope this report promotes sound research investments and the continued improvement of the state’s transportation system.
Our innovation and technology transfer activities support MnDOT and local governments in the stewardship of the funds they receive and advance MnDOT’s Strategic Directions. The innovations we deliver help maintain Minnesota’s transportation infrastructure, including our highway and bridge system, local roads and highway alternatives such as transit. Our programs are critical to increasing the safety of Minnesota travelers as well as their confidence in MnDOT.
Our annual report continues to evolve from year to year as our program evolves. Key elements of this publication
include the following:

• MnDOT’s research program and library services are presented, including a staff listing, an overview of our goals
and activities, and a description of our partnerships and programs.
• The bulk of the Annual Report is composed of Technical Summaries, which are two-page summaries of most of the
research projects that were completed in 2009.
• Reporting on the Transportation Pooled Fund/State Planning & Research program has been expanded this year with highlights of projects led by MnDOT and other high-profile, multi-state projects that we contribute to.
• The Research At-A-Glance documents, located at the back of the Annual Report, provide a snapshot of completed
and ongoing research projects carried out for MnDOT, the LRRB and Transportation Pooled Fund studies funded

Director's Message
Welcome to the 2008 annual report of the MnDOT research program.
We are pleased to present the projects, products and services that have brought innovation to the state’s transportation system. The efforts of investigators, consultants and MnDOT staff have been instrumental in advancing the aggressive goals adopted under Commissioner Thomas K. Sorel for meeting the needs of the public in a cost-effective manner.
This document represents our accountability to MnDOT’s leaders and district offices, to the Local Road Research Board and the agencies that drive its agenda, and to Minnesota’s taxpayers. Our innovation and technology transfer activities support MnDOT and local governments in the stewardship of the funds they receive; the innovations we deliver help maintain and further develop Minnesota’s transportation infrastructure, supporting not only our highway and bridge system, but also our local roads and highway alternatives such as transit. Director's Message
I invite you to learn more about the Research Services Section through the compilation of this 5 year report.
Included are descriptions of our various programs, partners, and performance measurements. Also included are the research and implementation projects that were completed during the 5 year period from 2001-2006 and current active projects.
RSS manages the Research Program for MnDOT through the Office of Investment Management.
RSS consists of the Research Development and Project Management unit, Financial Services Unit, Research Implementation, Outreach and Marketing Unit, and the MnDOT Library.
