Corridor Planning Guidebook

Existing and Future Conditions Assessment

This section provides detailed guidance to address four SMTP objectives: Transportation Safety, System Stewardship, Climate Action, and Critical Connections in the following seven sections:

The guidance describes each topic, where or how to obtain data or qualitative input, how to analyze it if needed, and how to report the results (Table 6). The results, including qualitative input from communities, should be documented in a technical memorandum or report, with supporting data and graphics as needed.

Section

Content

Policy Goals

  • Relevant policies from SMTP, MnDOT plans, and Minnesota Statute

Qualitative Input

  • Agency engagement sample questions
  • Public engagement sample questions

Technical Input

  • Summary table listing subtopics, measurements, and sources
  • Guidance for reviewing and reporting on each subtopic

Healthy Equitable Communities

  • Questions for consideration

Cross-References

  • List of cross-reference topics

Most of the Step 3 guidance is applicable to most corridor plans. In some cases, the guidance provides options to be considered on a case-by-case basis. In general, if a given topic or data item is determined not to be relevant, provide brief documentation to indicate this. See also Appendix C: Plan Type Data Matrix for a guide to which data items and types of analysis are relevant to the three different corridor plan types.

Step 3 Engagement Activities

Each Step 3 topic area includes a Qualitative Input section with lists of questions to be reviewed with MnDOT and agency partners (as part of PMT and/or TAC meetings) and with the public (as part of public engagement activities such as open houses, pop-up meetings, etc.).

  • As instructed in each section, document responses and key themes from both sets of input and incorporate into the Existing and Future Conditions Assessment report.
  • This includes considering and documenting responses to the Healthy Equitable Communities assessment questions.
  • At the end of Step 3, review Engagement Plan against results to date and adjust as needed.

See additional guidance in Appendix B: Public and Agency Engagement.
