Metro State Aid

Metro District State Aid is responsible for construction and maintenance of the County State Aid Highway and Municipal State Aid Street Systems; the Local Federal Aid Program; and, the MnDOT Cooperative Agreement Program. In addition to the above 3 roadway construction programs, the office manages the Trunk Highway Turnback program and participates in the Metropolitan Council.

 

 

 

Federal-Aid Pre-Award

The Federal-Aid section provides local agencies with assistance, guidance, and training for all aspects of federal-aid project development. The Federal-Aid staff helps local partners with the development of Federal-Aid projects. They coordinate all Federal-Aid projects with the Metropolitan Council and the Federal Highway Administration and are involved with reviewing and processing project documents and construction plans.

 

 

 

State Aid Projects and Needs

The State-Aid section provides local agencies with assistance, guidance, and training for all aspects of the state-aid project process. The State-Aid staff helps local partners with the development of project and are responsible for reviewing, approving, and processing project documents and construction plans. This section performs state-aid program reviews and is responsible for designating and approving changes in the state-aid needs system. This section also provides coordination for the State Park Road Account, State Bridge Bonds, and other State Funds assistance to local agencies.

 

 

 

Cooperative/Municipal Agreements and Jurisdictional Transfers

This program provides MnDOT Trunk Highway Construction funding to local agencies for roadway improvement projects. The program utilizes Cooperative Agreements between MnDOT and local agencies to accomplish the transaction. A simple definition of a Cooperative Agreement Project is as follows: A construction project that is initiated and administered by a local agency, involving a Trunk Highway, where MnDOT funds are utilized for part of the project to the mutual benefit of all partners. This program relies on the initiative of the local agencies and their commitment to making roadway improvements.

 

Local agencies should work with the new MnDOT Area Managers between June and September to investigate potential projects for possible inclusion in the program. MnDOT functional areas will then work with the agency through November to develop a project that meets the needs of all involved partners. Project funding selection takes place in January and funding becomes available the following July.

 

This unit also provides leadership to Metro and Local agencies for jurisdiction transfer of roads and right-of-way and manages the Metro Turnback Program. This involves the development of transfer proposals and coordination of all aspects of jurisdictional transfers of trunk highways to and from the state system with local agencies and MnDOT offices, and the management of programming of the municipal and county turnback accounts for Metro Cities and Counties.

 



Federal State Aid Construction

The Federal-State Aid Construction section provides local agencies with assistance, guidance, and training for all aspects of contract administration after award of bids. This includes pre-construction meetings, review and approval of changed conditions, site visits, and approval of reimbursements to local agency.
