Highway Safety Improvement Program

Minneapolis-St. Paul Metropolitan area reactive projects

Scoring criteria for reactive safety projects in the Highway Safety Improvement Program in the Minneapolis-St. Paul metropolitan area. Out of 1,000 possible points, 750 points are based on the expected impact of the project and 250 are based on alignment with program goals.

The Highway Safety Improvement Program (HSIP) funds cost effective construction projects that reduce fatalities and serious injuries on all public roads, including reactive projects that address a sustained crash location. In the Twin Cities Metropolitan Area, MnDOT administers HSIP, but the process and selection decisions are made by the Metropolitan Council and its Transportation Advisory Board.

Projects are solicited every other year at the same time as the Metropolitan Council’s regional solicitation. The majority (60 percent) of HSIP funding goes to local roads.
