Highway Safety Improvement Program

Minneapolis-St. Paul Metropolitan area proactive projects

Scoring criteria for proactive safety projects in the Highway Safety Improvement Program in the Minneapolis-St. Paul metropolitan area. Out of 1,000 possible points, 250 points are based on the expected impact of the project, 200 are based on coverage, 200 are based on cost effectiveness, 150 are based on planning, 100 are based on connection to statewide strategies, 50 are based on traffic volume, and 50 are based on crash history.

The Highway Safety Improvement Program (HSIP) funds cost effective construction projects that reduce fatalities and serious injuries on all public roads, including proactive and systemic projects that address known risk factors. In the Twin Cities Metropolitan Area, MnDOT administers HSIP, but the process and selection decisions are made by the Metropolitan Council and its Transportation Advisory Board.

Projects are solicited every other year at the same time as the Metropolitan Council’s regional solicitation. The majority (60 percent) of HSIP funding goes to local roads.
