Increasing the transparency of how we select highway construction projects

Minnesota Highway Freight Program

Created to allocate freight funding authorized by the Federal Fixing Americas Surface Transportation (FAST) Act, the Minnesota Highway Freight Program provides funding to construction projects on public roads that provide measurable freight transportation benefits. The program goals are to improve safety, security, efficiency and resiliency of freight transport on highways in Minnesota.

Current MHFP funded projects were selected through a solicitation in 2017 for three categories of projects: safety, congestion/efficiency improvements, and first/last mile connections.

The allocation between those categories was based on investment direction in the Minnesota State Freight System and Investment Plan. The solicitation was conducted prior to the adoption of MnDOT’s project selection policy. Future project selection may be based on a solicitation or another method. By federal requirements, projects funded by the program must be listed in the Minnesota Statewide Freight System and Investment Plan.
