Project Selection Policy

Legislative Direction

In 2017, the Minnesota Legislature directed the Minnesota Department of Transportation to develop and implement a new transparent and objective project selection policy by November 1, 2018. Before adopting the policy, MnDOT must consult with the Federal Highway Administration, metropolitan planning organizations, regional development commissions, area transportation partnerships, local governments, the Metropolitan Council, and other transportation stakeholders.

Project selection is the decision to fund a highway construction project and add it to the list of planned and programmed projects. The new project selection policy will be implemented with the 2020-2023 State Transportation Improvement Program and 2020-2029 Capital Highway Investment Plan.

Draft Policy for Stakeholder Review

As required by Minnesota Laws 2017, 1st Special Session, Chapter 3, Section 124, MnDOT has developed a draft Project Selection Policy and technical guide and is seeking stakeholder feedback prior to adopting the policy in November 2018.
