Purpose
The purpose of the balanced letting process is to distribute projects quarterly that are, or will be, programmed for a designated fiscal year. The desired quarterly distribution is:
- 20% in Quarter 1;
- 35% in Quarter 2;
- 35% in Quarter 3; and
- 10% in Quarter 4.
With this balanced letting approach, the majority of the projects are bid during the second and third quarters, which are during the winter months, normally resulting in a better bidding environment. This approach allows the contractors to be well suited to plan their workload, which results in lower bids.
