Balanced Letting Information

Overview

The balanced letting process is a method of strategically shifting project letting dates among the four quarters of a fiscal year to provide a balanced distribution of projects. This process strives to optimize the number of successful project lettings within the fiscal year budget.

Purpose

The purpose of the balanced letting process is to distribute projects quarterly that are, or will be, programmed
for a designated fiscal year. The desired quarterly distribution is:

  • 20% in Quarter 1;
  • 35% in Quarter 2;
  • 35% in Quarter 3; and
  • 10% in Quarter 4.

With the balanced letting approach, the majority of the projects are up for fid during the second and third
quarters, which are during the winter months, resulting in a better bidding environment.

Distributing the letting schedule evenly minimizes the highs and lows of MnDOT staffing resources and allows
contractors to be well suited to plan their workload, which results in lower bids.

Project Management and Balanced Lettings

Project managers are al the forefront of the balanced letting process. Accurate and up-to-date project
schedules and project information are key factors in determining the best letting date for a project. Project
managers should ensure that project information is up-to-date in CHIMES at all times.

An accurate and up-to-date project cost estimate is also key to keeping the project on track to make the
designated letting.
