About this study

MnDOT is evaluating I-35W between Park Avenue in Minneapolis and County Road C
in Roseville.

We are studying I-35W from Park Ave. in Minneapolis to Co. Rd. C in Roseville.

The purpose of the I-35W North Gateway project is to develop a long-term solution for all people who use that stretch of freeway. The study will assess the condition of bridges, pavement and interchanges. The study will also gather input from nearby communities on their needs related to transportation and safety. The goal of the study is to identify future construction projects along the freeway.

This study area has: 13 miles of aging pavement; 47 bridges; 18 interstate crossings; two pedestrian bridges; 7 partial or full interchanges; 4 cities; 16 Minneapolis neighborhoods adjacent to or very near the corridor; and 110,000 vehicles per day.

What we’ve done to date

We are evaluating I-35W between Park Ave. in Minneapolis and Co. Rd. C in Roseville to develop a vision for the study area and identify potential future transportation improvements for pedestrians, bicyclists, motorists, passengers and transit riders. We’ve been actively listening in the community since late 2018 to understand what’s needed in this study area.

One-on-one qualitative interviews and in-person meetings with community stakeholders

The study team completed 19 qualitative interviews and 15 in-person meetings with community influencers, organizations and businesses to identify transportation issues and needs that exist along this stretch of I-35W. Each representative or group offered perceptions on living, working, visiting and traveling to or through the area.
These conversations focused on:

  • People’s experiences while traveling on and across this stretch of I-35W
  • What makes it difficult to get around
  • What should stay the same

Emerging themes

Local neighborhood impacts from motorists avoiding interstate traffic; conflict areas between motorists and people walking and bicycling; demand for expanded transit options and connections; interstate access contributing to prosperity; need for agency coordination; and more connections across the interstate create better community connections.

Community feedback survey

The study team sought to better understand the community’s needs related to mobility and transportation along this stretch of I-35W in late winter 2019. The multilingual community feedback survey received 2,269 responses between Feb. 13 and March 8. The survey targeted residents, businesses, visitors and commuters along I-35W within the metro area.

People who live, work and visit this stretch of I-35W agree that congestion, trip reliability, connections between highways, and safety on and across I-35W could be improved.

Community outreach & engagement planning

The study team has developed an Outreach & Engagement Plan based on community conversations and input to help guide our visioning process. We’re committed to providing engagement opportunities for a broad cross-section of stakeholders and the public to give everyone a voice during the development and evaluation process.

Purpose & Need: Checking what we know

The study team combined what we heard from the community with our own research and data to identify the issues, or problems, within the study area.

  • Road pavement conditions
  • Existing road curves impacting sight lines and how people drive in the area
  • Bridge conditions
  • Congestion along and across I-35W
  • Unpredictable trips/travel time for motorists and transit users
  • Crashes along I-35W
  • Vulnerable and uncomfortable highway crossings for people walking and bicycling

Then we went back to the community to check our work. An online meeting and participant survey were made available from May 15-June 21, 2020 to share project updates and confirm that the problems we identified are in line with what the community thinks.

The resulting bar chart shows the following response percentage (x-axis lists the answers; y-axis lists percentages from 0% to 90%).
Pavement condition (ride smoothness): 61% agree, 27% somewhat agree and 12% disagree.
Reliable trips (travel time and traffic flow): 70% agree, 23% somewhat agree and 7% disagree.
Bridge conditions: 65% agree, 30% somewhat agree and 5% disagree.
Safer trips: 81% agree, 17% somewhat agree and 2% disagree. 
Walkability and bikeability: 69% agree, 19% somewhat agree and 12% disagree.
A closer analysis was performed on users who disagree that pavement condition, or ride smoothness, is a problem. Instead, these respondents are more concerned about:
Walkability/bikeability: 29%; safer trips: 24%; reliable trips: 12%; bridge conditions: 12%; transit: 10%; environment: 7%; speed: 2%; and congestion: 2%.
A closer analysis was also performed on users who disagree that bridge conditions are a problem. Instead, these respondents are more concerned about:
Walkability/bikeability: 24%; safer trips: 18%; reliable trips: 18%; and pavement conditions: 12%.
The following responses all equaled 6% of responses: merging, curves, transit, environment and reconnect.
In conclusion, participants who want less attention paid to pavement and bridge conditions would like to see MnDOT focus more on increasing walkability and bikeability and making trips safer.
The top themes from the open-ended survey comments are: proposed solutions for specific locations along this stretch of I-35W; prioritize pedestrian and bicycle infrastructure and expand facilities; expand transit facilities and infrastructure; consider environmental impacts and reduce pollution; and reduce highway congestion.

Study schedule

What comes next? Developing concepts that make up our vision. We’ll use what we know about the study area and the community’s priorities to help determine how each proposed improvement or solution solves the problems.

This study is in the concept development phase. The next phases are vision development and evaluation; identifying the vision; sharing the vision; and identifying and prioritizing future construction projects. Throughout the study, the study team will be engaging the community for input and feedback.
