Reconstruct interchange
Roadwork begins in mid-April
MnDOT will reconstruct the Hwy 10 and 23 interchange area in east St. Cloud in 2023 and 2024. Project requires one-lane traffic in each direction. Plan ahead. Expect delays and changes to access.
Through traffic: Use alternate route along Hwy 15, I-94 to Clearwater and Hwy 24 back to Hwy 10 in Clear Lake
Current impacts
Through early May
The current road surface on Hwy 10 and Hwy 23 is extremely rough. Potholes have formed and the asphalt has crumbled due to age and reoccurring freeze/thaw cycles. Our maintenance crews have been out there patching, but unfortunately, the pavement will not hold until temperatures improve.
Note: MnDOT will repair the road surface in areas, prior to mainline construction

Rebuild the Hwy 23 bridge(s) over Hwy 10
Reconfigure on/off ramps to improve motorist traffic flow and safety
Provide safer pedestrian and bicyclist crossing options
Reconstruct both directions of Hwy 10 between 15th Ave. SE and Benton Dr. includes turn lanes, shoulders and entrances
Reconstruct both directions of Hwy 23 from east of Wilson Ave. SE near the pedestrian overpass to east of Benton Co. Rd. 1, includes turn lanes, shoulders and entrances
Update signal systems at:
Hwy 23 and Lincoln Ave.
Hwy 10/E St Germain St.
Hwy 23 and Division St. E/14th Ave. SE
Replace or repair drainage structures
Construct a new City of St. Cloud Fourth St. SE bridge to span Hwy 10 and connect to the east and west Hwy 10 frontage roads
Construct a noisewall along the south side of Hwy 23 and east of 14th Ave. SE
Plan for delays when navigating through this busy workzone area in St. Cloud. Access will be maintained and open, however it will change. Periodic lane closures and local street work will begin in mid-April. Tentative work, traffic plans
Motorists: One-lane traffic in each direction, 24-7, on Hwy 10 and 23 slated to begin in early summer. Expect delays. Heavy equipment entering and exiting work areas. Travel at off-peak hours or seek alternate routes to avoid delays
