Temporary traffic control trainings

The following temporary traffic control (TTC) training levels are for employees of state government, local agencies, private contractors, traffic control contractors, utility companies, and consulting firms. The levels of training were developed to address the needs of personnel based on basic work duties and responsibilities, not by job classification.

The recommended training levels are based on their job duties and responsibilities and are independent of their classification or employer.

Assigned responsibilites and work activities

Perform work on public right of way intended for travel without the need for lane closures.

Suggested training courses

  1. Work zone safety orientation
    • Facilitator: MnLTAP
    • Training format: e-Learning
    • Description: Provides work zone employees with an understanding of the most basic aspects of safety in a work zone and encourage them to develop safe habits. It begins with how a worker should prepare before entering the work zone, and it doesn't end until the worker is off site and out of the work zone area.
  2. Orientation to work zone safety for operations near the roadside
    • Facilitator: MnLTAP
    • Training format: e-Learning
    • Description: This traffic safety course covers the basic aspects of roadway safety for those working near the roadside. Learners will learn about safe practices to protect yourself, your co-workers, and the traveling public while performing operations close to traffic.
  3. Work zone safety - MnDOT staff only
    • Facilitator: MnDOT
    • Training format: e-Learning (course number TRFC00100E)
    • Description: Provides MnDOT employees with an understanding of the most basic aspects of safety in a work zone. There is danger in the work zone and your attention to safe practices can protect you, your co-workers, and the traveling public from injury.
  4. Orientation to work zone safety for operations near the roadside - MnDOT staff only
    • Facilitator: MnDOT
    • Training format: e-Learning (course number TRFC00101E)
    • Description: Provies MnDOT employees with the basic aspects of roadway safety for those working near the roadside. Learners will learn about safe practices to protect yourself, your co-workers, and the traveling public while performing operations close to traffic.

Flag traffic or supervise flaggers.

Suggested training courses

  1. Flagger - train the trainer
    • Facilitator: MnDOT
    • Training format: In-person
    • Description: This is a specialized course used to qualify contractor's personnel to train employees to act as flaggers on MnDOT construction projects. Attendees will meet MnDOT's flagger training requirements contained in the traffic control special provisions. The course includes review of Field Manual flagger requirements and related layouts, discussion of safe practices, flagger attire, and flagger responsibilities.
  2. Flagger - train the trainer (requalification)
    • Facilitator: MnDOT
    • Training format: e-Learning
    • Description: An online course is designed for those who have been qualified as a MnDOT Flagger Train the Trainer and need to renew their qualification.
Optional

Assigned responsibilites and work activities

Supervise, lead, or install short and intermediate term TTC using the Field Manual as minor part of duties. Allowed to exercise adjustment and options contained in Field Manual.

  1. Core temporary traffic control
    • Facilitator: MnLTAP
    • Training format: In-person
    • Description: This course will go over the core required for temporary traffic control. Course will engaging students though group discussions and exercises that pertain to their daily work and traffic control needs.
  2. Core temporary traffic control
    • Facilitator: MnLTAP
    • Training format: e-Learning
    • Description: A series of e-learning modules that will cover the fundamentals, principles, and essential concepts of temporary traffic control.
  3. Core temporary traffic control - MnDOT staff only
    • Facilitator: MnDOT
    • Training format: e-Learning (search "TTC" in Learning Center for full list of courses)
    • Description: A series of e-learning modules that will cover the fundamentals, principles, and essential concepts of temporary traffic control.

Assigned responsibilites and work activities

Set up short, intermediate, and long term TTC using the Field Manual and/or TTC plans as major part of duties. Allowed to exercise adjustment and options contained in Field Manual and MN MUTCD.

Suggested training courses

  1. Traffic control overview
    • Facilitator: MnDOT
    • Training format: Virtual
    • Description: This one-day course provides an introduction to the Traffic Control Supervisor (TCS) training. Each topic discussed is a condensed version of what is taught in the TCS training. This is not a certification course and does not fulfill MnDOT’s traffic control supervisor language contained in the traffic control special provision.
  2. Temporary traffic control - train the trainer
    • Facilitator: MnDOT
    • Training format: In-person
    • Description: This one-day training course is used to certify personnel as temporary traffic control instructors. Upon successful completion of the course and examination, participants will be qualified to train employees in their agency or other agencies in the fundamentals of temporary traffic control.
  3. Traffic control technician
    • Facilitator: MnDOT
    • Training format: In-person
    • Description: This course will focus on the MN MUTCD standards and guidelines, including the Field Manual. Will go over how to select TTC, work zone speed limits, use of truck mounted attenuators, drop off standards, and proper use of flashing arrow boards and portable changeable message signs.
Optional

Assigned responsibilites and work activities

Supervise and/or set up short, intermediate and long term TTC. Allowed to exercise adjustment and options contained in Field Manual and MN MUTCD and to use Engineering Jjudgement to modify the Field Manual layouts, MN MUTCD layouts, or TTC plans.

Suggested training courses

  1. Traffic control supervisor
    • Facilitator: MnDOT
    • Training format: In-person
    • Description: An in-person, two-day certification course designed for Traffic Control Supervisors who will be working on Minnesota state projects. Topics covered will include principles and set up of temporary traffic controls, review MnDOT traffic control special provisions, MN MUTCD, and Field Manual. Other subjects covered are work zone speed limits, temporary work zone signing, barriers, pavement markings, ped/bikes in work zones, and work zone inspection.
Optional

Assigned responsibilites and work activities

Designer, licensed engineer, or working under the supervision of a licensed engineer to develop TTC plans.

Suggested training courses

  1. Temporary traffic control plan development
    • Facilitator: MnDOT
    • Training format: In-person
    • Description: This is a two-day TTC Plan Development Course designed to enable the participants to obtain an understanding of the fundamental concepts and MnDOT standard practices related to the design of temporary traffic control plans for MnDOT let projects.
Optional

Assigned responsibilites and work activities

Project manager or planner responsible to plan and/or manage project development on public right of way that impacts transportation management and operations.

Suggested training courses

  1. Transportation Management Plan development
    • Facilitator: MnDOT
    • Training format: In-person
    • Description: This course would provide guidance for developing an effective Transportation Management Plan (TMP) for a road project. Topics included: the purpose and content of a TMP, roles and responsibilities, work zone impacts assessment, selecting TMP strategies, mitigation of work zone impacts on mobility and safety including when to use positive protection, when to use Intelligent Transportation Systems (ITS) to mitigate impacts, how to integrate TTC into construction staging decisions, and TMP implementation.

Responsible for directing an company, agency, or department whose activities impact transportation facilities or operations.

  1. What managers need to know about work zone traffic control and safety needs
    • Facilitator: MnDOT
    • Training format: Webinar
    • Description: This training course would provide managers with information to facilitate informed decision making to provide an effective work zone traffic control and safety program for their agency or company.
