State Aid for Local Transportation

E-Scene July 2026

2026 FHWA 1392 Report reminder

By: Joe Castillo, Contract Compliance Supervisor, Office of Civil Rights

With summer officially here, it’s time to start thinking about the 2026 FHWA 1392 Report.

MnDOT Office of Civil Rights (OCR) will need to know which contractors were working on local federal aid projects across the state during the last full week of July. Specifically, OCR is asking all project engineers to submit 1) construction diaries or 2) lists of working contractors for all local federal aid projects in their regions that were active anytime from July 19 - July 25, 2026.

All contractors are required to submit electronic workforce data through the OCR Salesforce Portal (Salesforce). These submissions are due weekly. Please remind contractors not to submit EEO-13s and ensure all subcontractors are registered in OCR Salesforce prior to the start of construction.

Action item for project engineers

Project engineers must submit construction diaries/lists of working contractors on local federal aid projects active during July 19 - July 25, 2026 to OCRFormSubmissions.DOT@state.mn.us by Monday, August 3, 2026. (Please include contractor’s full business name and applicable project number.)

For more information, please see the DCP Checklist or visit the MnDOT OCR website.
