MnDOT Standard Specifications for Construction, 2025 edition

MnDOT has released the 2025 edition of the Standard Specifications for Construction, which supersedes the 2020 edition. This new edition is available now on the MnDOT Standard Specifications for Construction and Supplemental Specifications webpage. A State Aid Technical Memorandum (25-SA-01) regarding this subject can be found on the State Aid Tech Memo webpage.

Beginning with letting dates on or after October 22, 2025, local agency state aid and federal aid construction projects on and off the National Highway system (NHS) and Trunk Highway (TH) must use the 2025 edition of the specs.

  • Exceptions to this date for TH and NHS projects must be granted by the MnDOT State Design Engineer through MnDOT State Aid
  • Exceptions to this date for local agencies projects off the TH and NHS must be granted by the State Aid Engineer through your District State Aid Engineer
  • Projects must include the Trns*port List, Special Provisions, and Schedule of Materials Control associated with the 2025 edition.
  • Projects using the 2025 edition of the spec shall have the following note placed on the construction plan title sheet and the cover of the proposal:
    • The 2025 edition of the Minnesota Department of Transportation ‘Standard Specifications for Construction' shall govern.
