The active work zone is located on the Winona side of Hwy 14 Stockton Hill. The work is nearly finished from Stockton to the top of the hill.
Motorists not traveling to a residence or business on the Winona side of Hwy 14 Stockton Hill project area must use the detour, as required by state law. Following the detour avoids potential congestion, delays in work and unsafe conditions for drivers and workers.
Motorists traveling from the east (Winona) who are trying to reach destinations west of the hill must follow the project detour by taking Hwy 61 and Winona Co. Rd. 23.
Motorists traveling from the west who are trying to reach destinations east of the hill (Winona), outside of the active work zone, must take the project detour by taking Winona Co. Rd. 23 and Hwy 61.
People are able to access properties in the active work zone with traffic signals guiding them in a single lane of traffic.
Seminary Drive is closed and detoured while work takes place in this area. People who use Seminary Drive can use Quarry Hill Road. Signs mark the detour route.

Summary of Work
Construction is planned to improve the drainage on Hwy 14 on the hill between Stockton and Winona. Drainage will be improved to guard against future erosion along the slope. The shoulder will be widened, and guardrail will be replaced. This work is scheduled June 2 to November 2025.
Hwy 14 will be repaved in 2026 in a separate project.
