Highway 71 Bemidji: Tentative staging plan
MnDOT will resurface Highway 71 and make intersection improvements at eight locations between Highway 197 and Winter Sumac Road. The project begins May 16 and is estimated to last until October. It will be completed in four general stages.

Project stages
- Stage 1: Prepare the alternate routes
- Stage 2: Construct most of the roundabout, begin Hwy 71 resurfacing
- Stage 3: Construct the remaining leg of the roundabout, continue Hwy 71 resurfacing
- Stage 4: Finish off the corridor
Construction staging plan
Before construction on the roundabout can start, improvements need to be made in order to accommodate detoured traffic in the subsequent stages. These will be completed in 3 phases:
- Realign Hannah Ave (to meet up with Minnkota)
- Intersection improvements at Fern St
- Replace culvert on Technology Dr
- Intersection improvements at Minnkota Ave and Anne St
- Completion of Hwy 71 bypass lane (on the east side of Hwy 71)
- Hwy 71 is open to thru traffic. Motorists access Anne St via Fern St
Highway 71
- Southbound lanes are closed
- Traffic shifts to single lane, head-to-head traffic on the northbound lanes
Anne Street
- Construct the north, west and south legs of the roundabout
- Reconstruct Anne St, detour onto Minnkota Ave, Technology Dr or Bardwell Dr
- Hwy 71 is open to thru traffic via temporary intersection bypass
Irvine Avenue on/off ramps
- Repave the southbound on/off ramps at Irvine Ave
- Follow posted detour routes to Glidden Rd or Lakewood Ave
- During this phase, work also occurs at Glidden Rd and Lakewood Dr with alternating closures. When work is occurring at one, the posted detour will direct to the other
Highway 71
- Northbound lanes are closed
- Traffic shifts to single lane, head-to-head traffic on the southbound lanes
Anne Street
- Construction continues on the north, west and south legs of the roundabout
- Access to Anne St via detour on Fern St
- Hwy 71 is open to thru traffic via temporary intersection bypass
Irvine Avenue on/off ramps
- Repave the northbound on/off ramps at Irvine Ave
- Follow posted detour routes to Glidden Rd or Lakewood Ave
- During this phase, work also occurs at Glidden Rd and Lakewood Dr with alternating closures. When work is occurring at one, the posted detour will direct to the other
Highway 71
- Northbound lanes are closed
- Traffic shifts to single lane, head-to-head traffic on the southbound lanes
Anne Street
- Construct the east leg of the roundabout
- Continue Hwy 71 improvements
- Hwy 71 is open to thru traffic. Motorists access Anne St via Fern St
- Finish construction on the rest of Hwy 71 corridor
