New rules and updates

New Limousine rules

On Dec. 22, 2025, changes to Minnesota Rules, Chapter 8880, will become effective.These rules were published to the Minnesota Revisor's Office website on Dec. 15, 2025.This list provides a highlight of these changes, but operators should refer to the rules themselves for complete language.

  • ​Annual renewal requirement for service permits;
  • Requirement to obtain a USDOT number (if operator does not already have one, one must be obtained prior to renewal);
  • ​Adjustment of value for a vehicle to be qualified as a limousine;
  • ​Addition of a temporary permit and decal application process;
  • New required content in the permit and decal applications;
  • Addition of new grounds for suspension of a service permit;
  • ​Updates to disqualifying criminal convictions and driving violations for limousine operators and drivers;
  • ​Audits required once every three years, but may be more frequent if issues are found in previous audit; ​Incorporation of the "Minnesota Vehicle Requirements for Special Transportation Services and Limousines" for violation and out-of-service criteria;
  • Record retention requirement for daily vehicle inspections; and
  • Addition of a formal variance process.
