New rules and updates

New Limousine rules

Updates to the limousine service regulations found in Minnesota Rules, chapter 8880, and published on the Minnesota Office of the Revisor website, went into effect on December 22, 2025. Below is a brief summary of the updates.

New requirements:

  • A USDOT number: Operators who do not have a USDOT number must apply for one at FMCSA Registration | FMCSA prior to renewal*
  • Limousine service permits must be renewed annually
  • Permit and decal application forms require new content
  • Audits are now required once every three years, but may be more frequent if issues are found in previous audit
  • Records of daily vehicle inspections must be retained

Additional changes:

  • The value for a vehicle to be qualified as a limousine has been adjusted
  • New grounds for suspension of a service permit have been added
  • Updates have been made regarding the disqualifying criminal convictions and driving violations for limousine operators and drivers
  • The "Minnesota Vehicle Requirements for Special Transportation Services and Limousines” guide, which is used to determine violation and out-of-service criteria, has been incorporated into Minn. Rule 8880.1100
  • A temporary permit and decal application process has been added
  • A formal variance process has been added

* NOTE: There are two types of USDOT numbers: intrastate and interstate.

  • Intrastate means transporting within a single state’s boundaries and no fee is required.
  • Interstate means transporting across a state boundary and a fee is required.
