Engineering Studies Overview

SRTS engineering studies are intended to bridge the gap between potential safety strategies documented in a SRTS plan and implementation.  SRTS engineering studies will use a data-driven approach to verify existing strategies suggested in a SRTS plan and identify new engineering strategies to improve routes for students to walk and bicycle to and from schools.  The resulting SRTS engineering study will include project summary sheets for select projects that could include concept level drawings as well as a list of potential infrastructure projects prioritized by effectiveness in addressing safety risks, potential usage, and cost. Anticipated project tasks for each engineering study can be found in the Application Guide.


Up to 20 engineering studies will be funded.  The average anticipated study fee is:

  1. $50,000 – Individual schools
  2. $70,000 – District of 2-3 schools

This solicitation awards 100% funds and does not require a local match.  MnDOT has entered into an agreement with an engineering consultant to provide engineering services to the applicant.  The local community does not receive funding directly from MnDOT.   

Application and Guide

School Districts can submit applications for as many individual schools as desired, but it is not guaranteed that more then one will be funded.  It is recommended that the district prioritize schools when applying. Informational Webinar

An informational webinar was held on December 5, 2019 at 1pm Central Time to provide more detail on grant criteria and answer participant questions. Download slides from the information webinar.


The PDF application needs to be submitted by 5pm on January 17, 2020 to SafeRoutes.DOT@state.mn.us, or, if using the online form use the submit button embedded in the form. Awards will be decided by Feb. 2020.

Scoring and Review

A committee will review all applications using the scoring criteria outlined in the application guide. Similar types of project will be scored against each other.  Effort will be made to select a range of geographically diverse school study areas, depending on the applications received.
