Upcoming 2026 state grant programs solicitations

Competitive 2026 Local Road Improvement Program Solicitation
Competitive Local Road Improvement Program (LRIP) provides funding support for construction, reconstruction, and reconditioning projects. The 2026 legislative session appropriated $50 million in general obligation bonds for the program, including at least $3 million dedicated to township grants.
State Aid plans to release the 2026 LRIP solicitation on September 1. Program details are being finalized, and updates will be shared from mid-July through mid-August. Early announcements will highlight the solicitation schedule and upcoming webinar dates. A simplified process for resubmitting 2025 LRIP applications will be available.

2026 Active Transportation and Safe Routes to School Infrastructure program Solicitations
The goal of the Active Transportation (AT) Infrastructure program is to support projects that create safe, comfortable, and accessible walking and rolling routes that strengthen community connections and encourage more people to choose active travel. The 2026 Local AT Infrastructure solicitation will include about $4.8 million in available funding, including $3.7 million in general fund appropriations plus carryover balances from previous selections, for eligible Greater Minnesota applicants including non-profit organizations, townships, non-state aid cities, state aid cities, and counties. The goal of the SRTS Infrastructure program is to fund projects that make it safer and easier for students to walk and bike to school. The 2026 Local SRTS infrastructure solicitation will include about $4 million in available funding, including $1 million in general obligation bonds from the 2026 appropriation plus carryover balances from previous selections, for eligible statewide applicants including schools, school districts, townships, non-state aid cities, state aid cities and counties.

State Aid will host six total program-specific informational webinars to share solicitation details with interested applicants. These webinars will be co-presented with the Office of Tribal Affairs when the program offers a concurrent Tribal solicitation. The webinars will also include information on the optional, but encouraged, Letter of Intent (LOI) process. This process allows for helpful feedback from MnDOT staff on proposed grant request submittals prior to submitting a full application. Such feedback will be shared with applicants prior to the opening of the full application submittal period.

Because only general obligation bond funds are available for the 2026 LRIP and SRTS Infrastructure solicitations, Tribes are encouraged to partner with local applicants by providing letters of support for projects located within or benefiting Tribal lands.
