Bridge work on or over MnDOT Right of Way

A quick reminder for local agencies - with recent turnover across agencies, this is a good time to restate an important requirement: Any bridge work on or over MnDOT right of way must be reviewed by the MnDOT Bridge Office, not State Aid Bridge.

new signals and lighting, a bikeway, and refuge islands.

What this Includes
MnDOT Bridge Office review is required for:
- New bridges
- Bridge rehabilitation or repair
- Any modification affecting an existing state bridge
Common examples include:
- Adding or modifying a trail underpass
- Cutting back or removing slope paving
- Drainage or grading changes that impact the structure
- Modifying geometry, clearances, or load paths
Plan submittal requirements
When bridge work affects MnDOT right of way or a state structure, the local agency or consultant hired by the local agency must submit plans through MnDOT’s standard consultant review process.
Plan review includes coordinated feedback from:
- MnDOT Bridge Office Design Unit
- MnDOT Bridge Office Construction Unit
To keep projects on schedule, early engagement is strongly encouraged. This includes working closely with District staff — and coordinating with Arielle Ehrlich, State Bridge Design Engineer, who helps ensure projects statewide follow the correct review path and timelines.
Connection to Cooperative Agreements
Bridge related work near or on MnDOT right of way often requires a Cooperative Agreement. Any bridge impacts need to be fully reflected in the agreement, including:
- Cost participation for bridge elements
- Ownership and long term maintenance
- Construction responsibilities
- Required MnDOT approvals before advertisement
MnDOT Bridge Office review should occur before the Cooperative Agreement is finalized so that the agreement accurately reflects the final scope and responsibilities.
