2025 LRIP Solicitation summary

On March 12, 2026, the LRIP Advisory Committee as identified in Sec. 174.52 MN Statutes, Subd.3, convened and approved 42 projects for general obligation (GO) bond funding through the 2025 competitive LRIP solicitation. Since only GO bond funds were available, Federally Recognized Indian Tribes were not eligible for the 2025 LRIP solicitation due to GO bond eligibility restrictions. State Aid received 233 application submittals with total cost estimates of $1.143 billion, which include requests of $277.6 million in LRIP funding.

The LRIP Advisory Committee recommended LRIP procedures and specific criteria, including regional significance of the route and effectiveness of the project eliminating transportation system deficiencies, to determine funding selections. Geographic equity, rural vs. urban environment, and equity across the following three selection pools were also considered.

  • Counties
  • State Aid cities
  • Non-State Aid cities and townships

All 2025 LRIP applicant entities received an email notice of project selections/non-selections from Rashmi Brewer, State Aid State Programs Engineer. For additional information, please refer to the 2025 program and project update (PDF) for a full list of selected projects that shows the amount of LRIP funding, location of each project, and a state map of project locations. The 2025 list of all project applications (PDF), provides summaries of all applications that were received during the 2025 LRIP solicitation, including the reason why projects were not selected, when applicable. Please refer to the following friendly reminders for all post-2025 LRIP announcements.

For selected entities:

  • All projects are required to follow the state aid process for project/plan approval. If you haven’t done so already, please email Rashmi Brewer at rashmi.brewer@state.mn.us affirming that you will follow the process outlined in the State Fund Grantee User Guide (PDF) and wish to accept the LRIP grant funds. I will be your primary contact for the competitive LRIP grant funding.
  • Please begin the plan development process, including working with your district state aid engineer to request a state aid project (SAP) number. Then, please email SAP/SP number(s) to Rashmi Brewer for LRIP project tracking purposes.
  • Please remember to include the SAP # in the subject line and program name (e.g., LRIP, SAP XXX-XXX-XXX) on all project email correspondence.

For non-selected entities:

  • While this is unfortunate news, please remember that LRIP is a competitive grant program and State Aid encourages you to consider applying again. Let every experience, whether selected or non-selected make your next grant application stronger.
