Congressional directed spending (earmarks) letter of support

By: Elisa Bottos, State Aid Project Delivery Engineer

In previous years, the annual Transportation, Housing and Urban Development (THUD) Appropriations bill has contained funding for congressionally directed spending (earmarks). This is a popular funding source that cities and counties see as an opportunity to advance construction projects.

Each congressional office has their own process to solicit and evaluate projects for this funding, but most of these processes ask for a letter of support for the project from the MnDOT Commissioner. That results in the commissioner getting a lot of requests for a letter of support in a narrow time frame. In order to handle this volume, we ask that cities and counties identify projects early in the solicitation process and fill out this form, which asks for project details and funding.

To request a letter of support from the MnDOT Commissioner, complete this form at https://mndotforms.formstack.com/forms/earmarks. Note: A minimum of five days turnaround is anticipated to evaluate and complete requests.
