2024 Active Transportation Infrastructure Solicitation summary

On April 10, 2025, the Active Transportation Advisory Committee Infrastructure Work Group (ATAC IWG) convened and approved 25 projects for funding as an outcome of 2024 competitive Active Transportation (AT) Infrastructure solicitation. State Aid received 48 application submittals with a total request of $24.6 million in AT Infrastructure funding.

The ATAC IWG established parameters and used specific criteria, including pedestrian and bicycle planning processes, demonstration of need and existing risks, potential to improve safety, project readiness and service to priority populations, to determine funding selections. Additionally, the ATAC IWG considered geographic equity and entity equity across and among the following three selection pools. Note that counties and entities within Met Council’s jurisdictional boundary were not eligible for this solicitation due to future solicitations serving this area administered by the Met Council.

  • Greater Minnesota counties and State Aid cities
  • Greater Minnesota non-State Aid cities and townships
  • Greater Minnesota Federally Recognized Indian Tribes

The 2024 Applications Summary (PDF) provides summaries of all applications that were received during the 2024 AT Infrastructure solicitation, including the reason why projects were not selected, when applicable.

All applicant entities received notice of project selections via email on April 30, 2025. Selected local agencies should consult the State Fund Grantee User Guide (PDF) to understand the required process for accessing these funds. Entities are welcome to begin construction plan development at any time in accordance with the State Aid process for review and approval. Grantees must execute a grant agreement prior to the start of construction and seek to complete their project prior to the end of the 2026 calendar year.
