Kevin Joyce will be in the State Aid Project Development Engineer role in a temporary capacity until September 2025. The Project Development Engineer has been vacant since September 2024. Kevin will oversee the environmental process delegated to the local agencies for federally funded transportation projects. He will review and approve programmatic categorical exclusion documents and coordinate with FHWA on non-programmatic documents. He will also act as liaison with the MnDOT Office of Environmental Stewardship, FHWA, Army Corps of Engineers, U.S. Fish and Wildlife, DNR etc. Kevin has been working in State Aid for three years as the Assistant Plan Engineer in the federal aid group and has been with MnDOT for almost nine years.
