Reason for retiring policy

The policy was created to establish a uniform process for adopting, revising, and retiring performance measures and targets used to evaluate and affect transportation system outcomes. In practice, the policy created barriers for functional areas to create and develop performance measures. Assisting MnDOT employees to ensure that performance measures are vetted and used in decision making can be achieved through procedures and guidance provided by OTSM on the Performance Measure webpage and in Plan Development Guidance.

Maintaining a list of all the performance measures and corresponding targets used in every part of the organization is impractical and negates the iterative process of performance measure development. Additionally, performance measures are already formalized through state plan development, public outreach, and leadership review, as well as through the recently enacted annual performance measure report to the Minnesota Legislature (2020, Minnesota Statutes ยง174.03, subd. 12.). Consequently, this policy is no longer needed.
