Metro District
Request for Letters of Interest (RFLOI) for the TH 61 Project (S.P. 1913-107) in Hastings using the Construction Manager/General Contractor (CM/GC) Procurement Method
The Minnesota Department of Transportation, Metro District, is soliciting Letters of Interest (LOI) from the following companies:
1) Contractors interested in proposing for the CM/GC Contractor role.
2) Disadvantaged Business Enterprise (DBE) firms interested in participating on a contractor team for construction
3) Consultants interested in proposing for cost estimating services.
The Minnesota Department of Transportation (MnDOT) is programming construction of the TH 61 project in Hastings, MN as State Project No. 1913-107. This project’s scope of work is anticipated to include the reconstruction of TH 61 between 4th Street and 36th Street, roundabouts at both TH 316 and 36th Street, retaining wall(s), a pedestrian bridge, trails/sidewalks, ADA improvements, signals, and utility relocations.
Companies that are interested in having their contact information shared with responders should email a one-page Letter of Interest (LOI) by July 28, 2025 to Robert Jones, CM/GC Project Coordinator @ Robert.Jones@state.mn.us . The LOI must state the name, phone number, and e-mail address of the contact person at your company and indicate what role(s) the firm is interested in and whether they are a DBE.

MnDOT Letting Program Day of the Week Change
Effective January 2025, MnDOT’s letting program day of the week will change to Wednesday from Friday.
The 12 Month Tentative Letting Schedule and Current/Future Letting Dates pages have been updated to reflect this programmatic change.
Bid Express
All bids must be submitted electronically via Bid Express. New bidders should allow a few days to acquire a SWIFT vendor number, create an account and digital ID with Bid Express for electronic bidding. More about bidding.
Contract Award and Contract Approval
Contract Award and Contract Approval are made electronically via Bid Express. Awarded bidders must have notifications turned on within their accounts to receive Notice of Contract Award and Notice of Contract Approval.
TGB and veteran-owned small business preference cap increases
Effective Aug. 1, 2024, certified TGB and veteran-owned small businesses may receive a preference of up to 12%, not to exceed $240,000, on the amount of its bid when bidding as a prime contractor.
All businesses must submit a Preference Request Form prior to the close of the letting to receive the preference on their bid.
MnDOT will apply the preference to determine the low bidder; contract value is in the full bid amount.

All bids are evaluated in the post-letting period. Contract award (issuing of contract documents) is typically made within 30 days after letting once all contract clearances have been met. Contract approval is given when a contract has been fully executed and all approval clearances have been obtained.

12-month tentative letting schedules provide information on anticipated projects available for letting in the next 12 months. The letting coordinator regularly updates the schedule. This schedule does not include State Aid projects (SAP numbers).
