Scoping Process


MnDOT Scoping Process

Purpose

Scoping is the process of developing a statement of what we are going to build. Scoping is a stakeholder engagement activity that involves gathering engineering and environmental data and public input, analyzing the information, and making decisions on what to include in the project.  A well-defined project scope results in better staff and funding planning and less rework during project development.  

When to use this subject

Every project should be scoped before entering the State Transportation Improvement Program (STIP).

How this subject fits into the overall project development process

Once the decision has been made to have a project, scoping is the first step in project development. Scoping will overlap with at least some amount of preliminary design and environmental review. It should be complete before finishing those parts and before starting right of way acquisition and final design.
