The Council on Environmental Quality (CEQ) has issued regulations for implementing the National Environmental Policy Act (NEPA) in 40 CFR 1500-1508. The ROD is covered specifically in 40 CFR 1505.2. For more guidance see NEPA's Forty Most Asked Questions.
As a result of the CEQ regulations, The FHWA issued regulations, and the ROD is covered in 23 CFR 771.127. FHWA has also issued Technical Advisory T6640.8A, entitled Guidance for Preparing and Processing Environmental and Section 4(f) Documents, which provides detailed guidance on preparing RODs. Revised RODs are covered in 23 CFR 771.127(b).
