All traffic impacts are tentative and weather dependent. Local access to residences and businesses will be maintained. Access and parking for businesses are available using side streets. Intermittent parking may be available on Arcade St. between Wheelock Pkwy. and Maryland Ave. and Magnolia Ave. and York Ave. depending on specific work being done.

Information about upcoming traffic impacts will be posted as details become available. Drivers can expect intermittent intersection closures throughout the project area; however, no two consecutive intersections will be closed at the same time. People walking and rolling can expect sidewalks and boulevards to be removed and reconstructed during the project. People walking, rolling and driving should follow the posted detours for any closures.

Construction activities

Utility work (water, electrical, gas, etc.) will occur intermittently throughout all parts of the project area, not just where road construction is happening.

  • Crews stripe the roadway and seed landscaped areas
  • Crews install the Wheelock Pkwy. intersection signal, and new lighting poles

  • Crews pour concrete for sidewalks between Wheelock Pkwy. and Ivy Ave. and remove concrete for sidewalks between Ivy Ave. and Maryland Ave. Access to properties may be temporarily impacted. Pedestrian access will be maintained by rerouting foot traffic and installing temporary access ramps.

  • Crews replace sanitary and stormwater sewers

  • Crews will remove the top layer of the roadway starting Mon, Aug. 4
  • Crews will begin utilities and sanitary sewer replacements starting in early August

About this project

In March 2025, we began the two-year reconstruction project along East 7th St., and Arcade St. between I-94 in St. Paul and Roselawn Ave. in Maplewood. Construction is underway on Arcade St. for the 2025 construction season. Construction on East 7th St. will occur during the 2026 construction season. When complete, the new roadway will improve traffic flow, decrease traffic delays and improve safety on the road. Construction is expected to be completed in fall 2026.
