ATP 2

Area Transportation Partnerships (ATPs) were created by MnDOT to emphasize greater public involvement, enhance regional planning and increase cooperation development of the four-year State Transportation Improvement Program (STIP). Northwest Minnesota Area Transportation Partnership is one of eight ATPs in Minnesota.

Each year, we develop an Area Transportation Improvement Program (ATIP) that lists the state, regional and local transportation priorities for most of the area encompassed by MnDOT District 2. The regional priorities listed in the ATIP are then recommended for inclusion in Minnesota’s STIP.

The ATP 2 membership consists of 10 voting members (and 5 non-voting) comprised of individuals representing counties, cities, regional planning agencies, tribal nations, transit, MnDOT, and other transportation interests. Learn more about ATP 2.

Please use this link to provide any comments on the draft ATP-2 ATIP. Public comments received on the ATP-2 ATIP will be posted here. Comments received on the ATIP from the ATP are included in the ATP meeting notes.

The STIP is typically approved in November each year. Once the STIP is approved by the Federal Highway Administration (FHWA) and the Federal Transit Administration (FTA), major changes to federally funded projects must be approved through a formal amendment process by FHWA/FTA. Lesser changes or the correction of incorrect information in the STIP can be accomplished through the Administrative Modification process which does not require federal approval.
