I-94/Hwy 75 interchange reconstruction

Moorhead

Orange barrels on a highway

Weekly Update - Oct. 21

Crews completed the paving north and south of the interchange this week.  In addition, the final segments of the concrete walkway went in and striping is nearly complete.  So all lanes of traffic will be open next week.

Over the next week or two, final clean-up work will take place off the highways.  While traffic will not be impacted, you may still see crews working off the roadway on items such as the turf and electrical connections.

Now that traffic is flowing without lane closures, we can begin the process of adjusting the signal timings. This will not be a quick process, however.  First, the signals still need to all be interconnected.  Then over the next few weeks and months, adjustments will be made so the signals will gradually become more efficient.

This will be the last weekly update for the project.  We would appreciate your feedback, though, to make these emails as useful as possible for future projects.  We have a four question survey at the following link to help us communicate information going forward.  https://www.surveymonkey.com/r/7MMS2PW

We know this was a long summer--We appreciate your patience.

Work completed this week

  • Mill and overlay from approximately 22nd Avenue to 24th Avenue and from 30th Avenue to 35th Avenue/Belsly Blvd
  • Installed final pavement markings
  • Pedestrian ramp work at 24th Avenue
  • 32nd Avenue temporary signal removal
  • Turf work

Work scheduled for next week

  • Clean up

Traffic impacts next week

  • None

Weekly Update - Oct. 14

We apologize, but a paving crew delay caused another schedule change this week.  Paving is now set to begin early next week.  It should be done prior to the end of the week.

Just as a reminder, crews will pave the area between approximately 22nd Avenue and 24th Avenue (including the intersection of 24th Avenue) and the area between 30th Avenue and 35th Avenue/Belsly Blvd.  Delays will occur when the paving is underway particularly near 24th Avenue.

Next week, in addition to paving, the final concrete will be poured at the sidewalk corners of 24th Avenue and Hwy 75/8th Street, final pavement markings are set to go in, and the temporary signal at 32nd Avenue will be removed.

Assuming the work goes as planned, lane closures should be wrapped up by the end of the week.  Some clean-up items will be completed in the work zone, but the work should not affect traffic.

Work completed this week

  • Signal work at 24th Avenue
  • Overhead sign installation on Hwy 75/8th Street
  • Continued installing final pavement markings
  • Pedestrian ramp work at 24th and 30th Aves

Work scheduled for next week

Weekly Update - Oct. 7

I’m sure you noticed, but paving of Hwy 75/8th St. north of 24th Avenue and south of 30th Avenue was pushed back.  It’s now set for next week.

Crews will pave the area between approximately 22nd Avenue and 24th Avenue (including the intersection of 24th Avenue) and the area between 30th Avenue and 35th Avenue/Belsly Blvd.  Delays will occur when the paving is underway.

In addition to paving, we expect two overhead signs to be installed on northbound and southbound Hwy 75/8th Street near the interchange.  Traffic will be delayed while the structures and signs are placed over the drive lanes.  Work is scheduled to begin around 9 a.m. Monday.  Off duty officers will help control traffic during the installations.

One other note—we’ve received a few questions about the signal timings within the interchange.  They will be adjusted over time once traffic is fully open and flowing.  We just want to reassure drivers that the current timings are not final.  We appreciate your patience.

Work completed this week

  • Completed center median work near 24th Avenue
  • Signal installation and work at 24th Avenue
  • Begin installing final pavement markings
  • Completed concrete repairs

Weekly Update - Sept. 30

The final major step for the interchange project is scheduled for next week. Crews will complete a mill and overlay (resurfacing) on Hwy 75/8th St between approximately 22nd Avenue and 24th Avenue and between 30th Avenue and 35th Avenue/Belsly Blvd.  Paving will take about one week.

Work is tentatively set to begin Tuesday just south of 30th Avenue where the new concrete ends.

Once the work south of 30th Avenue is complete, crews will move to the north side of the project.  The north work will include paving the intersection of Hwy 75/8th St. and 24th Avenue.  Delays are likely while crews are paving near the intersection, so drivers may want to consider alternate routes, at times.  We expect the work near 24th Avenue will last about two days.  The paving work is, of course, weather-permitting, so the timeline could be adjusted slightly.

This week, crews have nearly completed the median work at 24th Avenue and have been working toward installing the new signal system.  In addition, the concrete crews have made several repairs around the interchange area.  One more repair will be needed next week.

After last night’s evening/overnight work, the interstate auxiliary lanes are essentially complete.

Work completed this week

  • Center median work on Hwy 75/8th St between 22nd and 24th Avenues (Excavation, Curbing)
  • Signal Work at 24th Avenue

  • 20th St./28th Avenue South intersection is a right-in/right-out only (no left turns onto or off of 28th Ave. S near M-State)

Weekly Update - Sept. 23

With all four ramps open, Phase 4 work is now underway.

Work on the center median on Hwy 75/8th St. between 22nd and 24th began Thursday morning. That work will continue into next week. Crews are removing the old median and reconstructing it to better align with the new traffic lanes. Lane closures will continue in this area.

Starting mid-week, more extensive temporary lane closures will go up in the work zone as some clean-up items are completed.

On Tuesday and Tuesday night, a concrete grinder will be working on both the I-94 auxiliary lanes and Hwy 75/8th St to remove some imperfections in the driving surface.  The work on I-94 will be done Tuesday evening/overnight. And on Wednesday, crews will repair a few cracked concrete panels.  It means lanes will close for three to five days.

Bottom line—Even through all the ramps are open, Hwy 75/8th St will be congested next week, especially during peak hours.

Signal work will also continue on Hwy 75/8th Street and 24th Avenue.  Signal timing and coordination will be adjusted over the next few weeks.

Thank you for your continued cooperation.

Weekly Update - Sept. 16

The southwest ramp from eastbound I-94 to Hwy 75 is set to reopen early next week.  Once it opens, the persistent rush hour slow-downs on eastbound I-94 should ease.  Traffic volumes are expected to increase again on Hwy 75/8th Street.

Right now, it appears the northwest ramp from Hwy 75 to westbound I-94 will open within a few days after the southwest ramp opens.

This week crews have essentially completed the concrete work on the west side ramps.  Next week, they will complete shoulders, curbing and guard rail on the northwest ramp.

Finally, some of the Phase 4 work will begin next week.  Phase 4 will run well into October.  Key parts of the remaining work include:
·         24th Avenue signal work
·         Center median removal and replacement on the north side of the intersection of Hwy 75/8th St. and 24th Avenue
·         Resurfacing of Hwy 75/8th St. between roughly 22nd Avenue and 24th Avenue (including the 24th Avenue intersection) and between 30th Avenue and 35th Avenue

Intermittent lane closures will be required even after the ramps open.

Weekly Update - Sept. 9

Southbound Hwy 75/8th Street is set to re-open the first half of next week after final signal installations and tests are complete.  Once southbound traffic opens, congestion should ease some on 20th Street.

This week the concrete crews made good progress on the northwest and southwest ramps.  At this point, we expect the southwest ramp will be ready to open before the northwest ramp.  As soon as the ramp is ready, we’ll pull the barricades.  We’ll also send email updates to keep you in the loop.

Finally, the overnight lane closures on westbound I-94 planned for late this week have been bumped to next week.  On Monday night, traffic will be reduced to a single lane from about 8pm to 5am from roughly Hwy 75/8th Street to the Red River bridge.  Some delays are possible.

  • 20th St./28th Avenue South intersection is a right-in/right-out only (no left turns onto or off of 28th Ave. S near M-State)

Update - Sept. 7

We want to share a couple updates with you today:

First, westbound I-94 is scheduled be down to a single lane Thursday night/Friday morning and Friday night/Saturday morning near Hwy 75/8th Street and the Red River bridge.  Crews will work on the connections between the new northwest ramp and the existing pavement and shoulder on I-94.  The work will occur between 8 p.m. and 5 a.m., weather permitting.  Eastbound traffic will not be affected.

Second, crews have experienced some unexpected issues installing wires necessary for the “crossover” signals on Hwy 75/8th St.  As a result, the work is taking longer than anticipated.  We can’t open the southbound lanes until the signals are operational, so right now it looks doubtful that the southbound lanes will open this week.

Thank you for your continued patience.

Weekly Update - Sept. 2

Crews have been working to prepare north and south Hwy 75/8th Street this week.  The northbound lanes re-opened yesterday, and the southbound lanes are set to re-open in the middle to end of next week once all of the signal/electrical work is complete and tested.

Starting Tuesday of next week, concrete work will resume on the northwest and southwest ramps.  The will begin pouring the southwest ramp first, and then focus on the northwest ramp.  We expect the ramps will open in mid-September.

Overnight lane closures are planned for the middle to end of next week on westbound I-94 between Hwy 75/8th St and the Red River bridge.  Traffic will be reduced to a single lane from about 8pm to 5am.  Some delays are possible.

  • 20th St./28th Avenue South intersection is a right-in/right-out only (no left turns onto or off of 28th Ave. S near M-State)

Weekly Update - Aug. 26

A significant amount of concrete was poured this week all around the west half of the interchange area.  Sections of the new ramps and Hwy 75/8th Street have cured or are in the process of curing right now.

In addition, the intersection of Hwy 75/8th Street and 30th Avenue fully opened this week.  Some finishing work (and a day-long closure) will be required near Walgreen’s at some point in September.

Next week, much of the work will focus on installing signals, running wires and turning on signal systems on Hwy 75/8th Street.

Overall schedule
The goal is still to open Hwy 75/8th Street to north-south traffic prior to Labor Day and the northwest and southwest ramps as they are completed in early to mid-September.

If both directions cannot be opened prior to Labor Day, we are working on a contingency plan to address the start of classes at the K-12 schools.

Work completed this week

  • Complete work within the 30th Avenue/Hwy 75 intersection
  • Signal work at Hwy 75/30th Avenue
  • Hauling material in and out of the work zones (both the north and south ends)
  • Concrete work on Hwy 75/8th Street and portions of the ramps

  • 20th St./28th Avenue South intersection is a right-in/right-out only (no left turns onto or off of 28th Ave. S near M-State)

Weekly Update - Aug. 19

Crews have started pouring concrete on the west side of the Hwy 75/30th Avenue intersection.  Right now it is on track to open by the middle of next week, but the exact opening will depend on how quickly the concrete cures.

Crews may haul sand into the work zone this Sunday.  Please be careful of possible extra truck traffic.

With colleges starting next week, traffic volumes will increase.  This will place added pressure on 20th Street and the 20th Street ramps.  Residents who normally use the 20th Street  ramps to get to and from their homes may want to consider using the SE Main Avenue or 34th Street ramps.  In addition, college students should consider using SE Main Avenue and 12th Avenue South to get to campus.

Finally, we have some good news for pedestrians and bicyclists who’ve been detoured this summer, the multi-use trail along Hwy 75/8th Street will reopen this weekend between 24th Avenue and 30th Avenue.  There is some work that needs to be completed at the north and south ends, but the trail will open.

Overall schedule
No changes from last week - The contractor is still working with the following schedule:

  • Approx. Aug 25 – reopen the west side of the 30th Avenue intersection
  • Prior to Labor Day – open Hwy 75/8th Street to both NORTBOUND AND SOUTHBOUND traffic using the new lane configuration (northbound may open sooner)
  • Early to mid-September – open the northwest and southwest ramps as they are completed

Work completed this week

  • Continued excavation (northwest and southwest ramp areas)
  • Hauling material into and out of the work zone (northwest and southwest ramp areas)
  • Underground installations/Storm sewer (southwest ramp area)
  • Concrete removal  (West side of the 30th Avenue intersection)
  • Road prep and concrete work started at 30th Avenue
  • Southeast ramp area – cleanup

Work scheduled for next week

  • Complete work within the 30th Avenue/Hwy 75 intersection
  • Signal work at Hwy 75/30th Avenue
  • Hauling material in and out of the work zones (both the north and south ends)
  • Concrete work on Hwy 75/8th Street and possibly portions of the NW & SW ramps

Weekly Update - Aug. 12

We have one more closure to alert you to—the west half of the 30th Avenue intersection with Hwy 75/8th Street will close starting Monday, Aug. 15.  This closure will last approximately ten days and will allow crews to reconstruct the intersection with new concrete to match the east half of the intersection.

This week, the southeast ramp reopened and the southwest ramp closed. Crews are now focusing their work on the west side of the interchange.

Concrete removal on the old ramps is complete, but night work will continue near the westbound lanes tonight and possibly into early next week while crews grade the new ramp alignment.  Night work is not required on eastbound 94.

Overall schedule
The contractor has provided the following updated schedule:

  • Aug 15 – close the west side of the 30th Avenue intersection
  • Approx. Aug 25 – reopen the west side of the 30th Avenue intersection
  • Prior to Labor Day – open Hwy 75/8th Street to both NORTHBOUND AND SOUTHBOUND traffic using the new lane configuration (northbound may open sooner)
  • Early to mid-September – open the northwest and southwest ramps as they are completed

Overall, the project is approximately three weeks behind schedule. By opening Hwy 75/8th Street to north-south traffic prior to completion of the ramps, we hope to ease congestion at 20th Street and the Brookdale underpass as well as provide another opportunity for drivers to cross I-94.

Intermittent lane closures for paving and remaining work within the general work area will continue into October, but this is not a change from the initial plan.

Work completed this week

  • SE ramp opened
  • SW ramp closed

  • Shoulder closures continue on I-94 between Hwy 75/8th St and 20th St.
  • Lane closures remain on Hwy 75/8th St. north of 24th Avenue and south of 30th Avenue
  • 20th St./28th Avenue South intersection is a right-in/right-out only (no left turns onto or off of 28th Ave. S near M-State)

Weekly Update - Aug. 5

The new northeast ramp from westbound 94 to northbound Hwy 75/8th Street opened this Tuesday. At the same time the northwest ramp from southbound Hwy 75/8th Street to westbound 94 closed.

This swap has allowed crews to remove the old northwest ramp and begin underground work and excavation in that area.  Overnight work with a lane closure on westbound 94 will be required next week so crews can work adjacent to the driving lanes between Hwy 75 and the Red River bridge.

Concrete work also continues—particularly on the south side of the interchange.  We expect the southeast ramp from northbound Hwy 75/8th Street to eastbound 94 to reopen mid-week next week.  Shortly after that ramp opens, the southwest ramp from eastbound 94 to southbound Hwy 75/8th Street will close.  (See map below)

This will put added pressure onto the ramps at 20th Street.  While 20th Street is handling the traffic well overall, we do expect added congestion during the rush hours.

Map showing ramp configuration expected by mid-week next week

Overall schedule
Because the school year is rapidly approaching and the project is behind schedule, we have adjusted the staging of the project to mitigate the construction impacts.  We’re working to open Hwy 75/8th St to North-South traffic as soon as possible, and open the NW and SW ramps as they are completed.  The contractor is currently working on a revised schedule with these goals in mind.

Work completed this week

  • NE ramp opens
  • NW ramp closes
  • NW ramp pavement removed
  • Drainage system work near the NW ramp started
  • Concrete paving near the SE ramp (any remaining portions)
  • Pavement markings/striping

Work scheduled for next week

  • Southwest ramp set to close
  • Northwest ramp remains closed
  • Northeast ramp remains open
  • I-94 overnight lane closures on WB 94 between Hwy 75/8th St and the Red River bridge
  • Hwy 75/8th St remains closed between 24th Avenue and 30th Avenue (except for ramps mentioned above)

Weekly Update - July 29

Concrete work near the east ramps is nearly complete. The northeast ramp is set to reopen early next week after the shoulders are paved. Vehicles exiting westbound 94 will only be able to go north but will have access to either direction of 24th Avenue. The southeast ramp will open about a week later once the concrete work is complete and cured.

Crews will close the northwest on-ramp as soon as the northeast off-ramp opens. That means all traffic from the area north of I-94 will need to enter westbound I-94 at 20th Street.

Map showing ramp configuration expected by mid-week next week

Overall schedule
The project continues to run behind schedule. While we are looking for ways to trim the timeline, the interchange will not be ready to open in mid-August.  We are adjusting phases and work sequences to compress the timeline as much as possible and will continue to share status updates as we move forward.

Work completed this week

  • Concrete paving work on the NE and SE ramps
  • NE ramp shoulder prepped for paving
  • Paved tie-ins on I-94 near the WB off-ramp

Work scheduled for next week

  • NE ramp opens
  • NW ramp closes

  • Lane closures remain on Hwy 75/8th St. north of 24th Avenue and south of 30th Avenue
  • 20th St./28th Avenue South intersection is a right-in/right-out only (no left turns onto or off of 28th Ave. S near M-State)

Weekly Update - July 22

Crews were able to begin paving on the east side of the interchange this week.  Concrete is in place on Hwy 75/8th Street from 24th Avenue to the northeast ramp location, the northeast off-ramp, and near the 30th Avenue intersection.  The remaining concrete is scheduled to be poured next week.  Overnight work will be required two nights mid- to late-next week for tie-ins near the westbound off-ramp.

The intersection of Hwy 75/8th Street and 30th Avenue is scheduled to re-open Saturday IF the concrete has cured enough to handle the traffic.  If not, we expect the intersection will re-open Monday.

In addition, we expect the northeast off-ramp from westbound 94 to northbound Hwy 75/8th Street will re-open at the very end of next week once the shoulders are in place.

Work completed this week

  • Interchange area – Concrete paving began from the north side of the bridge to 24th Avenue, near the 30th Avenue intersection, and the westbound off-ramp
  • Interchange area – Prep work near the box culverts for paving
  • Interchange area – Excavation and hauling continues-especially on the south side of I-94

Work scheduled for next week

  • Interchange area – complete concrete work on the NE and SE ramps
  • Interchange area – prep and pave NE ramp shoulders
  • Interchange area – prep SE ramp shoulders for paving
  • Interchange area – pave tie-ins on I-94 near the WB off-ramp *overnight work for two nights*

Traffic impacts next week

·         Hwy 75/8th St remains closed between 24th Avenue and 30th Avenue (except for west side ramps)
·         East side Hwy 75/8th St. ramps remain closed
·         Shoulder closures continue on I-94 between Hwy 75/8th St and 20th St.
·         Lane closures remain on Hwy 75/8th St. north of 24th Avenue and south of 30th Avenue
·         20th St./28th Avenue South intersection is a right-in/right-out only (no left turns onto or off of 28th Ave. S near M-State)
·         Northbound Hwy 75/8th St. remains closed between 30th Ave. and 32nd Ave.

Weekly Update - July 15

Rain this week did not help with the project timeline.  Much of the first half of the week was spent pumping water.  We're really hoping for some dry weather moving forward.

30th Avenue closed at Hwy 75/8th Street this week, and pavement removal began.  In addition, hauling of material into the work zone continues.  Crews are now preparing to begin pouring concrete early next week.  We expect work to start on the north side of the interchange between I-94 and 24th Avenue.  Hwy 75 itself will be paved first followed by the ramps.

Overall progress

After the east side ramps open, we plan to start Stage 3B (the northwest ramp) prior to 3A (the southwest ramp) and running the phases largely concurrently instead of separately as initially planned.  This will condense the timeline, but may also lead to greater traffic impacts.  We are looking at options to mitigate some of those impacts, and we will share more as the details are worked out.

Work completed this week

  • Interchange area – Excavation/hauling continued for the road and ramp base
  • Interchange area - Paving prep work
  • Interchange area - 30th Avenue south closed to cross traffic and pavement removed

Work scheduled for next week

  • Interchange area – Concrete paving begins early next week starting on the north side of the interchange
  • Interchange area – Prep work near the box culverts for paving
  • Interchange area – Excavation and hauling continues-especially on the south side of I-94

Traffic impacts next week

  • East side of the 30th Avenue/Hwy 75 intersection remains closed to all traffic
  • Hwy 75/8th St remains closed between 24th Avenue and 30th Avenue (except for west side ramps)
  • East side Hwy 75/8th St. ramps remain closed
S near M-State)
  • Northbound Hwy 75/8th St. remains closed between 30th Ave. and 32nd Ave.

Weekly Update - July 8

For those who haven’t been near the work zone lately, a lot of material for the new road base has been hauled into the interchange area in the past couple weeks.  That work will continue.

In addition, paving of the east side of the interchange area (road and ramps) is set to begin as soon as mid-week next week.

In addition, the east half of the 30th Avenue intersection with Hwy 75/8th Street will close Monday, July 11, to allow that portion of the intersection to be reconstructed.  It means drivers will NOT be able to use 30th Avenue to cross Hwy 75/8th Street. In addition, they will not be able to turn left from southbound Hwy 75/8th Street onto eastbound 30th Avenue.  Southbound Hwy 75/8th Street will remain open to traffic going straight ahead or turning west onto 30th.

Also—just a reminder that the I-94 auxiliary lanes are open and available to traffic.  We’ve seen some drivers are hesitant to use them.  Striping will be added in the near future, but they are open and available for drivers.

Overall progress

Over the past few weeks, the overall schedule has fallen behind some.  MnDOT and the contractor are still working to get the interchange open prior to the start of school, but it may require some adjustments to the staging plans.  We are still working through a few proposals and hope to have more information by next week.

Work completed this week

  • Interchange area – Excavation/hauling continued for the road and ramp base
  • Curb and gutter installation south of 30th Avenue and on the north side of the interchange

Work scheduled for next week

  • Interchange area – Excavation/hauling continues for the road and ramp base
  • Interchange area – Concrete paving begins as soon as mid-week
  • 30th Avenue – the east leg will close at Hwy 75/8th Street starting Monday, July 11

Traffic impacts next week

  • East side of the 30th Avenue/Hwy 75 intersection closes to all traffic
  • Hwy 75/8th St remains closed between 24th Avenue and 30th Avenue (except for west side ramps)
  • East side Hwy 75/8th St. ramps remain closed
S near M-State)
  • Northbound Hwy 75/8th St. remains closed between 30th Ave. and 32nd Ave.

Weekly Update - July 1

The new I-94 auxiliary lanes opened to traffic yesterday.  As drivers adjust to the change, this should allow for better acceleration and deceleration between the 20th Street ramps and I-94.

Work will stop at noon today for the Independence Day holiday.  Crews will be back out Tuesday morning.

Next week, crews will continue hauling material into the interchange area work zone to build the base of the road and ramps.

Also next week, the east half of the 30th Avenue intersection with Hwy 75/8th Street will close to allow that portion of the intersection to be reconstructed.  The closure will likely go up mid- to late-week.  It means drivers will NOT be able to use 30th Avenue to cross Hwy 75/8th Street. In addition, they will not be able to turn left from southbound Hwy 75/8th Street onto eastbound 30th Avenue.  Southbound Hwy 75/8th Street will remain open to traffic going straight ahead or westbound on 30th.

Have a safe holiday weekend.

Work completed this week

  • I-94 auxiliary lanes – turf establishment
  • I-94 auxiliary lanes – opened to traffic
  • Interchange area – electrical work
  • Interchange area – Excavation/hauling began for the road and ramp base

Work scheduled for next week

  • Interchange area – Excavation/hauling continues for the road and ramp base
  • 30th Avenue – the east leg will close at Hwy 75/8th Street starting mid- to late-week

  • Northbound Hwy 75/8th St. remains closed between 30th Ave. and 32nd Ave. (30th Ave. South remains open)

Weekly Update - June 24

Crews completed the storm sewer work on the east side of the I-94/Hwy 75 interchange area this week. Next week they will continue the excavation and hauling of material into the work zone to build the road base. That will take all of next week and run into the following week.

We expect the I-94 auxiliary lanes between Hwy 75/8th Street and 20th Street to open before the Fourth of July weekend. Before they open, pavement markings will be added and the turf work will take place. In the interim, the merge point from 20th Street to westbound I-94 has been widened some to allow some extra room for accelerating and merging.

Work on the project will pause from noon on Friday, July 1 and will resume on Tuesday, July 5 for the Independence Day holiday.

Looking ahead, we expect the east side of the 30th Avenue intersection will fully close starting on or about July 5 to allow that portion of the intersection to be reconstructed.  That means drivers will NOT be able to cross Hwy 75/8th Street on 30th Avenue or turn left from southbound Hwy 75/8th Street to eastbound 30th Avenue.

Work completed this week

  • I-94 – auxiliary lane shoulder prep and paving
  • 24th Ave./Hwy 75 – backfill and seeding near the new curb and pavement between 22nd  and 24th Ave.

  • Northbound Hwy 75/8th St. closed between 30th Ave. and 32nd Ave. (30th Ave. South remains open)

Weekly Update - June 17

Crews paved the new auxiliary lanes on Interstate 94 Wednesday night and Thursday night.  The concrete needs to cure for several days.  After the cure time, crews will prepare and pave the shoulders.  The lanes will likely partially open by the end of next week to allow for better merging, acceleration and deceleration at the 20th Street ramps.  The good news for residents near I-94 is that the overnight work is nearly complete.  We want to thank you for your patience with the extra work zone noise.

Near the interchange, work has focused on the two box culverts on the east ramps.  That will be the first priority next week, as well.

In addition, crews will continue work on the storm sewer system, drain tile and the road grade on Hwy 75/8th St.

Two notable changes were made to the traffic control this week:

  • The temporary signal was shut off at 20th Street and 24th Avenue.  It did not appear to help with the traffic flow.
  • Northbound Hwy 75/8th Street was closed again between 32nd Ave. and 30th Ave.  All remaining traffic is directed west to 32nd Avenue at the temporary signal.  30th Avenue remains open.

Work completed this week

  • I-94 – auxiliary lane paving (OVERNIGHT WORK)
  • 24th Ave./Hwy 75 – backfill and seeding near the new curb and pavement between 22nd  and 24th Ave.
  • Interchange area – box culvert prep and installations begin for the new pedestrian/bike trail
  • Interchange area – storm sewer work at 24th Ave.
  • Interchange area – grading work for the new multi-use trail

  • 20th St./28th Avenue South intersection is a right-in/right-out only (no left turns onto or off of 28th Ave. S near M-State)
  • Northbound Hwy 75/8th St. closed between 30th Ave. and 32nd Ave. (30th Ave. South remains open)

Weekly Update - June 10

Stage 2 of the interchange project kicked into gear on Monday, June 6.  Traffic control went up throughout the day Monday. Thank you for your patience during the transition and adjustment period this week.

We made a few adjustments to help with traffic flow in the area and will continue to monitor the situation. While initially closed, crews opened northbound Hwy 75/8th Street between 30th and 32nd Avenues. Traffic will once again be diverted to 32nd Avenue at the temporary signal when work begins in that area (possibly as soon as late next week).

Paving of the new I-94 auxiliary lanes is scheduled for next week.  The lanes will open as soon as possible—potentially the week of June 20th.  That will help ease congestion I-94 during the morning and evening rush hours.

Work on the interchange area will focus on preparing and installing box culverts on the east side ramps for the new bike and pedestrian trail.

Detours
We strongly urge drivers to use 40th Ave., 20th Street and 12th Ave. as their primary detour.

By late afternoon, the intersection of 20th Street and Village Green Blvd/30th Avenue will fully reopen.  The official detour to the south of I-94 will be adjusted slightly to use Village Green Blvd from 34th Street. This will remain the detour for the duration of the project.

http://www.dot.state.mn.us/d4/projects/moorhead/documents/moorheaddetour.jpg

For those choosing to use alternate residential streets rather than the signed detours, please keep in mind that you are driving through neighborhoods. The city and MnDOT have received several complaints about speeding. Many families with children live in these neighborhoods, so please slow down and drive with care if you use an alternate route.

In addition, we’ve also seen drivers cutting through parking lots or other private property to avoid intersections or signals.  It’s not safe to cut through private parking lots or driveways.

Work completed this week

  • Stage 2 traffic control setup
  • Pavement removal throughout the Stage 2 work zone
  • Excavation for the pedestrian/bike path box culverts on the east side ramps
  • I-94 auxiliary lanes – final prep before paving
  • Striping on Hwy 75/8th St south of 30th Avenue
  • Paving and striping on Hwy 75/8th St north of 24th Avenue
  • Pond work continued

Work scheduled for next week

  • I-94 – auxiliary lane paving (OVERNIGHT WORK)
  • 24th Ave./Hwy 75 – backfill and seeding near the new curb and pavement between 22nd  and 24th Ave.
  • Interchange area – box culvert prep and installations begin for the new pedestrian/bike trail
  • Interchange area – storm sewer work at 24th Ave.

Traffic impacts next week

  • Hwy 75/8th St closed between 24th Avenue and 30th Avenue (except for west side ramps)
  • East side Hwy 75/8th St. ramps close
  • Daytime shoulder closures continue on I-94 between Hwy 75/8th St and 20th St. (Expect delays)
  • Overnight lane closures on I-94 between Hwy 75/8th St and 20th St. during paving work (Delays possible)
  • Lane closures on Hwy 75/8th St. near north of 24th Avenue and south of 30th Avenue near the closures
  • 20th St./28th Avenue South intersection is a right-in/right-out only (no left turns onto or off of 28th Ave. S near M-State)
  • Northbound Hwy 75/8th St. may close again north of 32nd Ave. late next week (all remaining northbound traffic will be diverted to 32nd Ave.)

Weekly Update - June 3

Stage 2 of the I-94/Hwy 75 interchange project will begin Monday, June 6.  Hwy 75/8th St will close between 24th Avenue South and 30th Avenue South.  The east side ramps will also close (Hwy 75 to EB 94 and WB 94 to Hwy 75).  However, the west side ramps will remain open in this stage.  We strongly encourage drivers to continue to use these ramps, when possible, to alleviate congestion in other locations.  The graphic below shows what to expect for the next several weeks.

http://www.dot.state.mn.us/d4/projects/moorhead/documents/moorheadstage2.jpg

On Monday morning, traffic control (cones, barrels, signs, barricades, etc.) will be installed starting around 6 a.m.  We anticipate it will take several hours before traffic is detoured and Hwy 75/8th St is fully closed.

Please also note the yellow circle at Hwy 75/8th St and 30th Avenue.  For two weeks within Stage 2, the east side of the intersection will close.  That will NOT happen the week of June 6.  We will let you know when that will occur as soon as we know.

Detours
All Hwy 75 through-traffic will detour to 20th Street using 40th Avenue and 12th Avenue.

Drivers who currently use the east side ramps to and from I-94 at Hwy 75/8th Street will be directed to the 34th Street interchange.  Traffic to and from the north will use 34th Street and 12th Avenue South.  Traffic to and from the south will use 34th Street, Village Green Blvd, 28th St. S, 40th Avenue South.

moorheaddetour

To help facilitate traffic along 20th Street, the intersection of 20th Street and 28th Avenue (near M-State) will become a right-in/right-out only.  That means left turns from eastbound 28th Avenue to northbound 20th Street and from northbound 20th Street to westbound 28th Avenue will not be allowed. That change will take effect prior to Monday.

I-94 Auxiliary lanes
The weather the last two weeks has delayed the preparation and paving of the I-94 auxiliary lanes between Hwy 75/8th Street and 20th Street.

Some overnight work will continue early next week. The lanes are currently set to be paved by mid-June.  Both lanes of I-94 will continue to remain open during the day.  We are aware the merge point from 20th Street to westbound I-94 is tight.  We are working with the contractor to find a way to extend that acceleration lane, if possible.

Traffic impacts
We anticipate traffic will become quite congested through the work zones and along 20th Street.

Motorists—especially those who drive during the peak periods in the morning and evening—are strongly encouraged to seek alternate routes away from the work zone, expect significant delays at times, and consider adjusting their commute start and end times.

  • Intermittent closures of the 32nd Avenue / Hwy 75 intersection

Weekly Update - May 20

Overnight work will continue next week along I-94 between Hwy 75/8th Street and 20th Street.  Working overnight allows crews to close the right lane of the interstate and work directly adjacent to the driving lane.  Next week, they will continue removing the material under the former shoulder and replace it with sand and gravel for the new auxiliary lane.  Crews have focused primarily on westbound I-94 this week.  That work will wrap up next week and they will then focus on eastbound I-94.

We’d like to thank residents who live near I-94 for their patience.  Depending on the type and location of the work, we know there is extra noise in the work zone.  The night work is tentatively set to last about two more weeks.

During the day, both driving lanes on I-94 will re-open similar to the configuration this week.  Please use extra caution near the work zone and at the entrance ramps in particular, because there is less room for merging.

On Hwy 75/8th St north of 24th Avenue and south of 30th Avenue, crews plan to begin paving by the end of next week.  Top soil will also be replaced near the sidewalk and curb.

Work completed this week

Weekly Update - May 13

Work on I-94 has progressed to the point where the contractor plans to begin overnight lane closures starting Monday night/Tuesday morning.  Work will start on the westbound lanes the first night. From approximately 8 p.m. to 5 a.m., westbound I-94 will be reduced to a single lane.  After Monday night, work may occur on either eastbound or westbound lanes—or both--depending on the night.

During the day, both driving lanes on I-94 will re-open.  However, please drive with extra care.  The paved shoulder will not be in place.

On Hwy 75/8th St south of 30th Avenue, crews began pouring the multi-use trail on the west side of the road today.  Curb and gutter will go in next.  And a temporary signal will be added at 32nd Avenue.

North of 24th Avenue, the old signal will be removed and crews will be working to prepare the corner of 24th Avenue and Hwy 75/8th Street for curb and gutter.

  • Intermittent closures of the 32nd Avenue / Hwy 75 intersection

Weekly Update - May 6

Crews made good progress this week both along I-94 and Hwy 75/8th Street.  Next week’s work will look relatively similar—lots of earth moving along both highways.  The only major change to traffic flow will be the addition of a temporary signal at the corner of Hwy 75/8th St and 24th Avenue.  Once that is up and running, crews will remove the old signal.

As soon as mid-week, crews on Hwy 75/8th St. will begin installing new curb and gutter south of 30th Avenue and north of 24th Avenue. On I-94, they will continue to work near the shoulders preparing the ground for the new auxiliary lanes.

Overnight lane closures on I-94 are tentatively set to begin the week of May 16.  The overnight work will allow crews to tie the existing road together with the new auxiliary lanes.  Both lanes of I-94 will remain open during the day to reduce the chances of major backups on I-94.  However, overnight work will result in construction noise for those living and working near the interstate.  We appreciate your patience during this work.

Work completed this week

  • Storm sewer installation work along Hwy 75/8th St.
  • Excavation work on Hwy 75/8th St. to build a wider road bed
  • I-94 shoulder closures, guard rail removals
  • Topsoil removal along I-94
  • Excavation for the new I-94 auxiliary lanes

Work planned for next week

  • Continue I-94 widening work for auxiliary lanes
  • Install I-94 culvert extensions
  • Add material to the road bed for the widened section of Hwy 75/8th St.
  • Prep and pour the curb and gutter on Hwy 75/8th St.
  • Install a temporary signal at Hwy 75/8th St and 24th Avenue

Traffic impacts next week

  • Shoulder closures on I-94 between Hwy 75/8th St and 20th St. (Expect delays)
  • Lane closures on southbound Hwy 75/8th St. between approximately 24th Avenue and 35th Avenue/Belsly Blvd (Expect delays)
  • Lane closures on northbound Hwy 75/8th St. between I-94 and 22nd Avenue (Expect delays)
  • Intermittent closures of the 32nd Avenue / Hwy 75 intersection

Weekly Update - April 29

Because of the wet start to the week, crews decided to delay work on I-94 until May 2.  Beginning Monday, the shoulders on the interstate will be closed between Hwy 75/8th Street and 20th Street.  You’ll see work near the shoulders and in the ditches.  While both lanes of I-94 will remain open, some slowdowns can be expected during the morning and evening commute.

Work did begin on Hwy 75/8th Street this week.  Between 22nd and 24th Avenues and between 30th Avenue and Belsly Blvd, crews have removed the old pavement and curbs and are working to install new storm sewer lines.  Once this work is complete, they will begin additional excavating to prepare a new road bed for the widened highway in these areas.  You will see extra truck traffic as crews haul material in and out of the work zone.

We know the project is causing delays throughout the work zone—particularly during the morning and evening commutes.  We appreciate your patience and understanding.

Work completed this week

Weekly Update - April 22

Work is scheduled to start on Monday, weather-permitting. Traffic control (e.g. cones, barrels) will be put into place and crews will begin construction as soon as possible.
We anticipate crews in three locations:

  • I-94
  • Hwy 75/Eighth St between 22nd-24th Ave
  • Hwy 75/Eighth St between 30th-35th Ave/Belsly Blvd

We anticipate delays and longer-than-usual backups in the two work zones on Hwy 75/8th St, particularly during peak travel times. Traffic cones and barrels may blend together in those areas as well.

For the next several weeks, the shoulders will be blocked on I-94, so please drive extra carefully in those areas. Crews will be working on the shoulders and in the ditches. Notably, any work on I-94 requiring lane closures will be completed overnight to reduce the potential of significant backups.

We are all in this together so we appreciate your patience and cooperation as we begin this important project.

Work planned for next week

  • Initial traffic control set up
  • Topsoil removal and excavation
  • Pavement saw cutting on Hwy 75 around 24th Ave and 30th Ave
  • Removal of pavement, sign, guard rail, trees, and other misc. items
  • Underground installations of storm sewers

Traffic impacts next week

  • Lane closures on Hwy 75/Eighth St from approximately 22nd Ave to 35th Ave/Belsly Blvd. Expect delays, especially during peak travel times.
  • The shoulders will be closed on I-94, so please slow down and expect slower travel speeds.
