Clean Fuel Standard

In October 2021, the Administration directed state agencies to engage with stakeholders to determine if and how Minnesota should move forward on a Clean Fuel Standard, with the goal of cutting our transportation emissions in half, creating new jobs and attracting new investment to our state, and reducing air and water pollution for urban and rural communities. 

A clean fuels policy is a market-driven approach that is fuel neutral and drives innovation. The government does not pick winners. There are similar examples from other states to learn from, but we want this to reflect the values of Minnesota.

Engagement will build on past work with stakeholders to inform how we can move forward together. Stakeholder meetings will begin in late October and extend through December 2021. Stakeholder engagement will include a range of perspectives including environmental justice, agricultural/rural, environmental/conservation, petroleum marketers, labor and economic development, utilities and business. There will also be opportunities for the public to learn more about a Clean Fuels Standards and provide input as the process moves forward. If you are interested in learning more about these engagement opportunities, please contact us.Carbon intensity opportunity zone. This figure shows how the carbon intensity standard set by the policy declines over time. Throughout the policy, fuels with carbon intensities above the standard generate deficits while fuels with carbon intensities below the standard generate credits. As the standard declines, additional action to reduce a fuel’s carbon intensity is rewarded.

Please join the MN Department of Transportation and the MN Department of Agriculture at several upcoming public sessions to explore ways to reduce climate change impacts from transportation fuels through a Minnesota Clean Fuels Standard (CFS). Through these meetings, the state is exploring if and how MN should move forward on a CFS, with the goal of cutting transportation emissions in half, creating new jobs and attracting new investment to the state, and reducing air and water pollution for urban and rural communities. The state is engaging a broad cross-section of stakeholders statewide during this process to identify shared goals and opportunities that will help to inform a potential new Clean Fuel Standard in Minnesota. The agencies will provide a report summarizing the results and recommendations in February 2022.
