Kevin Joyce

State Aid is happy to announce our newest Assistant Plans Engineer, Kevin Joyce. Kevin is replacing Steven Lam, who moved to State Aid's Assistant Traffic Safety Engineer this past September. Kevin graduated from the University of Minnesota, Duluth, in 2015 with a bachelors in Civil Engineering and minor in Mathematics. During his undergraduate studies, he interned with the Anoka County Highway Department Construction Unit, and completed a six month Co-Op with Braun Intertec as a Materials Technician.

Post-graduation, Kevin worked as a Entry-Level Civil Engineer at Mead & Hunt’s Aviation Unit, providing inspection assistance on the Winona Municipal Airport Rehabilitation project. He then took a Civil Engineering position with Carver County Program Delivery, providing design and project management assistance on transportation related projects.

Kevin joined MnDOT’s Grad Rotation Program at the end 2016, completing rotations with State Aid Bridge, Traffic, Construction, Materials, Geometrics, Water Resources, and Design. Kevin has been home-based in Metro Final Design as a Squad Leader since completing the program, and became P.E. licensed at the beginning of 2020.

Outside of work, Kevin enjoys reading, spending time with his three dogs, physical activity, and exploring new music.

Awards

Congratulations to recent retiree, Patti Loken. Patti was awarded the Outstanding Service Award at the 2022 MCEA January Conference. Patti worked for MnDOT for 32 years and retired in April 2020, shortly after that she worked with State Aid under the MnDOT PRO plan until October 2021.
