Final year of I-94 & I-35E construction kicks off Monday, April 18 in St. Paul

ROSEVILLE, Minn. – The second and final year of construction on the I-94 & I-35E project in St. Paul begins Mon., April 18 on Interstate 94 between Marion Street and Mounds Boulevard and on Interstate 35E between I-94 and University Avenue. Construction will reduce capacity to two lanes in each direction and require long-term closures of ramps into and out of downtown St. Paul throughout this fall.

The first stage of this year’s construction will focus on repairs and resurfacing on I-94 between Marion St. and I-35E along with work on I-35E between I-94 and University Avenue from mid-April through mid-summer. The final stage of the project will be on I-94 between I-35E and Mounds Blvd. from mid-summer through the fall of 2022.

As work starts on the outside lanes of I-94 on Monday morning, motorists will encounter lane closures during the week on I-94 to begin setting traffic barriers and shifting traffic. The ramps from 12th Street to southbound I-35E and to westbound I-94 also will close until mid-May.

Beginning Wednesday evening, the following ramps will be closed until early June:

  • Westbound I-94 to Marion Street
  • Southbound I-35E to westbound I-94 (traffic will stay on I-35E until the commons area and then merge to westbound I-94)
  • Washington Street to westbound I-94/southbound I-35E
  • Westbound I-94 to 12th Street (Hospital traffic will follow a signed detour to Dale Street)

The construction schedule is subject to change. Updated information will be provided in email alerts and on the project website.

The two-year project to repair and resurface I-94 between Western Ave. and Mounds Blvd. and I-35E between I-94 and University Ave. in St. Paul began in the summer of 2021. Project work also includes resurfacing ramps and frontage roads along I-94, repairing drainage and upgrading storm sewers and bridge rehabilitation work as well as repairing sidewalks and upgrading pedestrian sidewalks and approaches to Americans with Disability Act (ADA) standards.

The project is expected to be completed in the fall 2022.
