Short segment of Highway 4 in St. James to have brief detour

MANKATO, Minn. – A short and brief detour on the Seventh Street section of Highway 4 in St. James will be needed beginning Monday, Sept. 17, as a few concrete panel replacements and repair work will take place.
Motorists will be signed to continue on 11th Street to First Avenue for about five days.

The corrective work is part of the Highway 4 construction from last season and is to ensure that taxpayers get a smooth and long lasting roadway for their investment.

Highway 4 north of downtown continues to be closed from Eighth Avenue North to 11th Avenue North and detoured to Watonwan County Road 56 (First Avenue South) and County Road 55 until late October. The project experienced delays with the record rains that fell while working on underground utilities. The work that remains in this section included concrete and asphalt roadway and sidewalk paving.

The Highway 4 project elements include:

  • Reconstruct Highway 4 from approximately 200 feet south of 10th Avenue South to 11th Avenue North
  • Realign Seventh Avenue South to address the skew and increase safety
  • Construct mini-roundabouts at the two existing signals on First Avenue
  • Provide back-in diagonal parking downtown
  • Replace existing sidewalk and install new sidewalk
  • Bring all pedestrian accommodations up to Americans with Disability Act (ADA) standards
  • Upgrade city utility infrastructure and storm sewer throughout the corridor
  • Upgrade lighting standards and fixtures
  • Improve downtown aesthetics

Construction work will be substantially complete at the end of the 2018 construction season, with some cleanup work scheduled in 2019. S.M. Hentges of Jordan, MN, was awarded the contract with a bid of $15.7 million.
