Program Overview
The Public Transit Participation Program (Minnesota § 174.24/Federal Program 5311) provides financial assistance for public transit services. This grant program supports capital, planning and operations of transit systems in small and large urban areas and in rural areas outside of the 7-county Twin Cities metropolitan area.
Funding sources for these grants include the State General Fund and the Greater Minnesota Transit Fund and are combined with funds from the Federal Non-Urbanized Area Formula Program (Section 5311).

- State or local governments
- Private nonprofit organizations
- Operators of public transportation services
- Private operators of public transportation services
- Tribal governments
