North Frontage Road construction anticipated to begin week of May 5

Frontage road work follows six-day Osgood Avenue north side intersection closure

Motorists will experience construction work on the North Frontage Road between Osgood Avenue and Industrial Avenue in Oak Park Heights and Stillwater beginning the week of May 5 through late June, weather permitting. Local resident and business access will be available at all times.

North Frontage Road work will begin after the Osgood Avenue north side six-day closure is complete. Osgood Avenue north side intersection work is on track to occur Monday, April 28, to Saturday, May 3, weather permitting. If weather is not compliant on April 28, the intersection closure will be pushed to the following Monday, May 5. Crews will work 24 hours per day to complete utility work and repave the intersection.

The intersection closure point is between Highway 36 and the North Frontage Road. Northbound and southbound traffic will not have access to and from Highway 36. However, eastbound and westbound traffic on Highway 36 and the N. Frontage Road will flow normally. Motorists should follow the posted detour using the N. Frontage Road, Greeley Street S. and Highway 36.

The 24-hour work ensures the intersection will reopen on time and reduces impact to the traveling public. Nearby residents and businesses may experience some visual and noise disruptions related to the night work.

Osgood Avenue lane shifts

Lane shifts will occur on Osgood Avenue north of Highway 36 once the partial intersection closure is complete, weather permitting. Traffic on Osgood Avenue will move to the west side of the road while crews complete utility work and road reconstruction on the east side. Traffic will then shift to the newly constructed lanes on the east side so crews can work on the west side. Business access will be available at all times.

Throughout 2014 construction, Highway 36 and Highway 95 in Minnesota will remain open. Access to businesses and residences will be available at all times.

WIS 35 overpass work

Construction crews this week poured concrete for part of the wall on the south abutment for the new WIS 35 overpass over WIS 64. In addition, the nearby stormwater pond was covered with topsoil and grading is complete. Crews also removed trees and shrubs near the new interchange at County E.

Anticipated work for the week of April 28 includes:

  • Placing concrete for part of the wall on the north abutment and a wing of the south abutment.
  • Removing dirt starting at the new interchange at County E.
  • Installing fresh pavement markings along the detour route.

Public paddleboat tours featuring St. Croix Crossing construction

Area residents and visitors can soon view St. Croix Crossing construction up close through a series of paddleboat site visits with St. Croix Boat & Packet. The first site visit will occur Saturday, May 31, from 10 to 11:30 a.m. Site visits will occur on select Wednesdays and Saturdays from May through September. Go to for reservations. Minnesota approach work will be substantially complete by the end of 2014 and the new St. Croix Crossing bridge/Wisconsin approach work will be complete in late summer/early fall 2016. When all work is finished, motorists will have smoother highway pavement surfaces, improved flow at intersections, an improved frontage road system—including safer access—and a new river crossing between Minnesota and Wisconsin. All of this will occur while maintaining or restoring the area’s cultural, historic and environmental resources.
