Locally Administered Trunk Highway Projects
State Aid for Local Transportation is assisting the Mn/DOT district staff in the roll out and signature process for a new locally administered contract process. This contract process can be used by the districts for requesting local units of government to perform work on behalf of Mn/DOT and emphasizes our continuing efforts to form state/local agency partnerships. It is intended to be the reverse of the MnDOT partnership agreement and includes different work order paths specific to the type of work being performed. Please refer to the flow chart below.
Approval of the Master Contract is the first step in the contract process. The process will be tracked by State Aid and will be administered by the Districts. Every agency using this process will execute a master contract with Mn/DOT working through their appropriate District Engineer. The execution of the master contract will allow the district engineers to negotiate and write project specific work orders up to one million dollars for a five-year time period.
Any agency interested in initiating this contract process should contact their District Engineer or your District State Aid Engineer.

Path A Routine Maintenance.
The Contractor will provide it's own personnel to perform non professional/technical
Services as requested by the State. All services must be performed by
an employee with sufficient skills, training, expertise or certification
to perform such work. Services provided by a Path A work order may include,
but are not limited to lane or edge striping, pavement message painting,
sign repair, guardrail repair, carcass removal or equipment repair.
Path B Administrative or Engineering Services.
The Contractor will provide it's own personnel to perform professional/technical
services requested by the State. All services must be performed by an
employee with sufficient skills, training, expertise or certification
to perform such work. Services provided by a Path B work order include,
but are not limited to, public relations, graphics preparation, open house
set up, recommendations/reports for foundations, pavement rehabilitation
or environmental documentation, surveying, right of way acquisition including
relocation assistance but excluding the use of eminent domain, geometric
layouts or final construction plans.
Path C Local Agency Contracts.
The Contractor will
provide it's own personnel to perform professional/technical services
in order to let and
administer State requested construction projects. These projects may be
completed in conjunction with local projects. All services must be performed
by an employee with sufficient skills, training, expertise or certification
to perform such work. Services provided by a Path C work order include,
but are not limited to, mill and overlay, seal coat, guardrail signing
or channelization.
