2010 Update: On Dec. 22, 2010, President Obama signed a bill into law extending federal surface transportation funding under SAFETEA-LU through March 4, 2011.
The bill maintains the same maximum spending levels for surface transportation programs out of the Trust Fund as were set in the FY 2010 Transportation Appropriations Act.
A $19.5 billion transfer and the contract authority rescission included under the last extension (H.R. 2843), when added to the expected revenue stream from the gas tax, should allow the Trust Fund to support highway and transit programs at the levels authorized for Fiscal Year 2009 through the end of the year and into the next. The extension gives Congress time to either pass another continuing resolution by March 4, 2011 or pass a multi-year surface transportation reauthorization bill.
SAFETEA-LU:
- Authorizes $286 billion in spending for the six-year period 2004-09 for numerous surface transportation programs, such as highways, transit, freight, safety and research.
- Amounts to a significant increase in funding for Minnesota over TEA-21—the previous six-year transportation act which expired on Sept. 30, 2003.
- Enables state, metropolitan and local agencies to deliver numerous transportation projects during the next four years
