General Approach to the Plan Update
The Statewide Transportation Policy Plan continues to be a policy plan that maintains the performance-based approach of the 2003 plan. However, policy areas will be updated to clarify policies, address new issues/opportunities, and update performance measures/targets where needed. The update will incorporate findings from related plans, such as the Strategic Highway Safety Plan, Statewide Highway Systems Operation Plan, Freight Plan, Bike Plan, and Aviation Plan, etc. The district-level highway investment plans will be developed concurrently with the Statewide Transportation Policy Plan. An inter-agency Steering Committee of transportation system stakeholders helped guide the plan update.
