Mn/DOT's Public Involvement Process
Decisions to important transportation issues require input from the public. Mn/DOT assembled a Public Involvement Task Force in 1997 to review and update procedures for involving the public in Mn/DOT's program delivery decisions. The resulting guide was approved by the Federal Highway Administration on June 7,1999, and is available below. The guide consists of five parts, all available in PDF format:
Hear Every Voice: a Guide to Public Involvement at Mn/DOT, describes the background used in developing the guide along with public involvement's role in planning and project development. Tools to assist in selecting techniques and case studies are included.
USDOT Public Involvement Techniques for Transportation Decision Making, dated September 1996. It is a reference that contains a wide variety of public involvement techniques geared for specific applications.
Non-Traditional Transportation Stakeholder Dialogue Project:
Final Report (PDF, 1128 KB), documents findings and recommendations from Mn/DOT's Non-Traditional Transportation Dialogue project conducted to :
- Identify non-traditional transportation stakeholder groups in the Twin Cities metropolitan area
- Build partnerships with non-traditional transportation stakeholders
- Invite those groups to become involved in Mn/DOT's public participation process
- Create a forum for dialogue and two way learning

In addition to the guidance in the Hear Every Voice Public Involvement Guide, here are a couple of helpful downloadable WordPerfect files for use in the Project Development Process. The first is a Certificate of Compliance to be submitted per instructions on page 44 of Hear Every Voice. The second is a sample Public Hearing Notice and notice of availability of environmental document per Notification Procedures on page 43 of Hear Every Voice.
