MnDOT announces executive management changes


ST. PAUL, Minn. – Minnesota Department of Transportation Commissioner Charlie Zelle announced changes in his executive management team, effective today.


Susan Mulvihill has been named deputy commissioner and chief engineer; Tracy Hatch has been named deputy commissioner, chief operating officer and chief financial officer; Eric Davis has been named the chief of staff; and Betsy Parker remains the chief counsel.


“This team will be charged with ensuring that MnDOT continues to operate in the exemplary way that it has,” said Zelle, who became state transportation commissioner in January 2013. “It will provide for transparency and accountability in our financial and programming efforts. And, it will help the agency do a better job informing the public about transportation’s effect on daily life as well as how it is funded.”


Mulvihill, a civil engineer, is a 30-year veteran with MnDOT. She has worked in various operational and engineering capacities in MnDOT, including as Operations Division director and Metro District maintenance engineer. Most recently she served as MnDOT’s Corporate Services Division director.


Hatch has been with MnDOT for more than four years, and has been the chief financial officer for the past two years. She also has worked for the Minnesota departments of Human Services, Education and Corrections. Her background is in finance and administration.


Davis has been with MnDOT for 10 years, serving most recently as the agency’s chief risk officer. He has worked in human resources for most of his career, including serving as HR director for both MnDOT and the Stillwater School District. Davis is also a lieutenant colonel in the U.S. Air Force Reserve.


Parker has been with MnDOT for 35 years. She has served in various legal capacities within the agency and has also served as the head of the Government Affairs office.


“When I came to MnDOT, I discovered that it has a strong and highly motivated staff,” Zelle said. “It became clear early on that I could build a team from within the organization. This team reflects my vision for MnDOT and the direction in which we want the agency to head. It allows us to move forward while relying on the knowledge this team has of MnDOT and its stakeholders.”
