Hwy 149 High Bridge

St. Paul, West St. Paul, Mendota Heights

Reminder: High Bridge is closed

Crews are making significant progress reconstructing the High Bridge deck. While you might start seeing construction vehicles driving across the bridge, please be aware that construction is ongoing and there still are many activities left to complete before the bridge can be reopened to traffic.

For your own safety, please stay off the bridge until it has been reopened to the public. The High Bridge is still on track for a December 2018 reopening.

Construction viewing

If you are interested in watching construction activities take place near the site, please use the scenic overlook on the south side of the bridge. The view from this location is outstanding. It also is safer than using Randolph or St. Clair avenues. Those areas have been cordoned off for safety reasons.

River traffic impacts

Safety measures have been taken to ensure safe passage underneath the bridge during construction. Please be aware that there will be a barge and likely a tugboat out on the river. This should not impede passage of river traffic. Please use caution when proceeding through the area.

Construction noise

If you live near the High Bridge you may hear noise from jackhammering as crews work to remove the concrete bridge decking. The deck removal is scheduled to occur through mid-January 2018 as well as a brief three- to four-week period in June 2018, weather permitting.

About this project

Summary of work

Construction crews will resurface Hwy 149/Smith Ave. and Hwy 149/Dodd Rd. between West 7th St. in St. Paul and I-494 in Mendota Heights, and Annapolis St. (Hwy 13) between Hwy 149/Smith Ave. and Cherokee Heights Blvd in St. Paul, West St. Paul and Mendota Heights. Crews will also reconstruct the driving surface (bridge deck) of the Hwy 149/Smith Ave. High Bridge over the Mississippi River. Additional proposed work includes:

  • Improving drainage, sidewalks and pedestrian accessibility
  • Replacing signals at five intersections:
    • Hwy 149/Smith Ave. and West 7th St.
    • Hwy 149/Smith Ave. and George St.
    • Hwy 149/Smith Ave. and Annapolis St.
    • Hwy 149/Smith Ave. and Dodd Rd.
    • Hwy 149/Dodd Rd. and the I-494 north ramp terminal
  • Constructing an additional left turn lane from WB I-494 to SB Dodd Rd/Hwy 149
  • Removing several trees within the project limits
