- The right lane through the tunnel became an exit only lane to I-394
- The left lane through the tunnel became exclusively for westbound I-94
- The middle lane through the tunnel is split into two lanes at the tunnel exit, with the left lane designated for westbound I-94 and the right lane a “decision lane” between I-94 and I-394


- Adding a northbound lane and a southbound collector/distributor lane on Highway 100 between Highway 7 and I-394. After this project was completed, rush hour congestion (in terms of miles) in the morning was decreased by 77 percent and decreased in the evening by 80 percent.
- Adding a westbound auxiliary lane on I-394 between Louisiana Avenue and the exits to Highway 169. This reduced evening rush hour congestion (miles) by 89 percent while enhancing the efficiency of MnPASS. The annual crashes on westbound I-394 were reduced by 37 percent
- Adding a lane in each direction of I-94 between Century Ave. and McKnight Road. This project increased mobility—there were more trips served during rush hours (three percent more in the morning and 15 percent more in the evening). Eastbound I-94 in particular benefitted from this project, with a 50 percent decrease in evening rush hour traffic (miles) and a 14 percent reduction in annual crashes
Split the exits from eastbound I-394 to Xenia Ave. and Hwy 100
The purpose of this project was to reduce congestion that occurred as vehicles on eastbound I-394 lined up at the same exit to access Xenia Ave. or Hwy 100. The project allowed for each exit to be separate, therefore increasing mobility in the area. The project began on Oct. 13 and was completed by Nov. 17.
2010: I-94 lane modification between the Lowry Tunnel and I-394 exit
The goals of this particular project were to address the congestion that occurred in the right lane of westbound I-94 prior to the westbound I-394 exit, and the high amount of weaving from vehicles that tended to occur from motorists trying to avoid the right lane congestion and merge just north of the tunnel where there was a lane added. The project reconfigured the westbound lanes so that:
This lane modification provides better access to I-394, reduces the congestion in the right lane and improves safety in the area by eliminating the last-minute weaving into the right lane. The entire project was completed in September 2010.
