A model of inclusion and opportunity
The project located at I-694/Hwy 10/Snelling Avenue demonstrates the Minnesota Department of Transportation’s commitment to ensuring equal opportunity for employment on state construction projects. With its wide scope of work and variety of job opportunities, this project will provide an opportunity to test new approaches to securing participation of a diverse workforce and offering innovative approaches for small business involvement.
The following stakeholders developed the methods of project delivery that support inclusion of minority, and women owned, businesses on the project:
- Disadvantaged Business contractors
- General contractors
- Training organizations
- Unions
- Business/workforce advocates
- Non-union contractors/workforce
- Federal Highway Administration
- MnDOT
One method that the stakeholders developed divides the project into several smaller projects making it more manageable for small business involvement. This process provides for some contracts to be awarded separately from the main contract, offering smaller companies an opportunity to bid on these contracts. Work under separate contract in the project:
- Fencing
- Signal installation
- Cable median guardrail installation
The project also has a mandatory subcontract for specialized excavation, loading and hauling.
The multiyear project, which began in late 2011, was awarded to Shafer Contracting Co., because of its commitment to a 17.1 percent Disadvantaged Business Enterprise participation goal (the state’s annual DBE goal is 8.7 percent). In addition, Ramsey County, where the project is located, set the following minority and women employment goals:
- Minority - 11 percent
- Women - 6 percent
This pilot project will assist MnDOT and industry leaders in measuring the outcomes of diverse participation and evaluating sustainable solutions on this and future MnDOT projects.
The Northern Crossroads project will rebuild area highways and replace the Hwy 10 bridges over I-35W and the I-694 bridges at Island Lake between Lexington Avenue and Victoria Street. The Lexington Avenue bridge over I-694 also will be widened to improve safety and mobility.
