Hwy 101

Environmental Assessment Available for Review
The Minnesota Department of Transportation (Mn/DOT) has completed the Environmental Assessment (EA) for the new interchange of Carver County Road 147 at new Highway 212 in the city of Carver, and the townships of Dahlgren and Chaska in Carver County. Mn/DOT will use comments to determine significant impacts to the environment and whether an environmental impact statement is needed. The proposed construction includes constructing a bridge to carry County Road 147 traffic over new Highway 212 and ramps at County Road 147 and new Highway 212.

The EA can be viewed at the following locations: Chaska Public Library, 3 City Hall Plaza in Chaska; Minneapolis Public Library, 250 Marquette Avenue in Minneapolis; Minnesota Department of Transportation Metro District, 1500 West County Road B2 in Roseville.

Written comments regarding the EA will be accepted from August 2, 2004, through September 1, 2004. A public hearing will be held on August 17, 2004, from 5 PM to 7:30 PM at the Church-by-the River, 109 Main Street East in Carver.

 


BACKGROUND
The existing intersection of TH 212 and CR 147 is an at-grade intersection. This intersection represents the divide between a four lane expressway to the west and a four lane controlled access freeway to the east. The proposed project will construct a grade-separated interchange at this location replacing the at-grade intersection at TH 212 and CR 147.

The proposed interchange was originally located at the overpass of the existing TH 212 and the proposed TH 212. (as depicted in the preferred location TH 212 FEIS) As a result of the changing demographics in region, the anticipated traffic patterns changed. This along with modifications to the county roadway system, necessitated the interchange being moved to CR 147.


FEATURES
The proposed project provides for a grade-separated interchange at the intersection of CR 147 and TH 212. The proposed project will construct an overpass of CSAH 147 over TH 212 and the on/off ramps at CR147 and TH 212. Signal systems are anticipated at the ramp intersections with CR 147. Highway 101 ( Lake Drive to 86 th Street ) Lane Additions and Riley Creek Relocation Proposed (EA) (2.73mb)

BACKGROUND
The proposed project will realign and expand to four lanes, a 1900 foot segment of Trunk Highway 101
between Trunk Highway 5 and the new Trunk Highway 212. The realignment will necessitate relocating a
portion of Riley Creek, as well as surrounding floodplain and wetlands. Through a separate project,
Mn/DOT will relocate the creek and reestablish its physical and biological features.


FEATURES
Hwy 101 Construction currently has four lanes north of lake Drive and will be constructed to four lanes from 86th street to Lyman blvd. as part of the Hwy 212 realignment project. The hwy 212 project will also construct an interchange for Hwy 101 East of lake Susan Drive. The segment of Hwy 101 between Lake Drive and 86th Street South currently has two lanes.

Construction on Hwy 101 as a part of this project will:

  • Add a second travel lane in each direction between Lake Drive and 86th Street South, a distance of approximately 1900 feet.
  • Shift horizontal alignment of roadbed to the east between Lake Drive and 86th Street South, approximately 50 on the north end to approximately 150 feet on the south end.
  • Dead-end the existing Hwy 101 (Great Plains Blvd) in a cul-de-sac across form Mission Hills Dr., south of the stormwater pond on the east side of Lake Susan.

Riley Creek Stream Reconstruction

  • Relocate creek roughly 100 feet east of current location
    • Construct new creek bed
    • Plant native riparian vegetation
    • Re-direct water flow
  • Install a permanent outlet structure for Riley Creek and Lake Susan on conjunctions with a fish barrier to keep fish (particularly carp) form migrating into Lake Susan from Rice Marsh lake.

Bicycle/Pedestrian Trail

  • Reconstruct the bicycle/pedestrian trail and construct a trail crossing under hwy 101 where the trail crosses Hwy 101 south of Main Street.
