Final contract awarded for Highway 169/I-494 interchange project
Roseville, Minn. — The contract to rebuild the Highway 169/Interstate 494 interchange in Eden Prairie, Bloomington and Edina has been awarded to the design-build team C.S. McCrossan/Edward Kraemer and Sons.
Initial construction items such as bridge pier, retaining wall and temporary bypass work are scheduled to begin this winter, with major construction to begin in spring 2011.
The project is scheduled to be substantially completed by Nov. 15, 2012.
Of three design-build firms that qualified to submit proposals, the C.S. McCrossan/Edward Kraemer and Sons joint venture was chosen as the apparent best value proposer on Sept. 30, 2010, with a technical proposal score of 91.70 out of a possible 100 points. Part of the points came from the contractor’s commitment to substantially complete the project approximately nine and a half months earlier than specified.
The announcement follows a decade-long, pre-engineering and public involvement process that led to a lower cost, high-benefit design approved by local governments and the Federal Highway Administration.
Referred to as a “performance-based design,” the project includes turning the current expressway into a freeway by rebuilding the interchange with six ramps instead of eight. The performance-based design removes stoplights, reduces congestion and improves safety.
