Highway 169/I-494 interchange project moves ahead
Mn/DOT announces Apparent Best Value Proposer; final contract expected in mid-November
ROSEVILLE, Minn. — The Minnesota Department of Transportation today announced the apparent “best value proposer” to construct the new Highway 169/Interstate 494 interchange in Hennepin County.
Of the three design-build firms that qualified to submit proposals, C.S. McCrossan/Edward Kraemer and Sons joint venture is the apparent best value proposer. The McCrossan/ Kraemer team scored 91.70 out of a possible 100 points on its technical proposal, with a construction contract cost of $125,275,001.
A final contract is anticipated by mid-November, with major construction to begin in spring 2011.
The strength of each proposal was determined through a rigorous, three-step process:
- Each team submits two proposals, a Technical Proposal and a Price Proposal.
- Mn/DOT scores the Technical Proposals against preset criteria.
- Mn/DOT opens the Price Proposals, determining the apparent best value by dividing the Price Proposal by the Technical Score. The team with the lowest price/technical score is the apparent best value proposer.
The announcement follows a decade-long, pre-engineering and public involvement process that led to a lower cost, high-benefit design approved by local governments and the Federal Highway Administration.
Referred to as a “performance-based design,” the project includes turning the current expressway into a freeway by rebuilding the interchange with six ramps instead of eight. The performance-based design removes stoplights, reduces congestion and improves safety.
