On Aug. 23, 2007 the Minnesota Department of Transportation delivered a Request for Proposal to the design-build teams previously short-listed to rebuild the I-35W bridge over the Mississippi River in Minneapolis.

The four design-build teams are

• Ames/Lunda
• C.S. McCrossan
• Flatiron/Manson (JV)
• Walsh Construction/American Bridge.

The new timeline calls for technical proposals to be submitted by Sept. 14; price proposals on Sept.18; and the bid letting to take place on Sept. 19 at 3 p.m. rather than the original date of Sept. 14. Final project award is still expected by the end of September. Work on the project is scheduled to begin no later than Oct. 15, 2007.

Mn/DOT will continue to solicit public comments and consult with the proposing teams as they finalize their technical and price proposals.

MNDOT will also offer incentives for early completion of the bridge, and disincentives/financial penalties for completion delays. The successful Design-Build team will also be required to provide a three-year warranty for the project after it is completed.

Evaluation Criteria

Technical Proposals will be evaluated based upon the following criteria (the relative weights in the Technical Scoring are shown in parenthesis):

• Quality (50%) – includes experience and authority of key individuals, extent of quality control / quality assurance, safety, and measures to evaluate performance in construction
• Aesthetics (20%)
• Enhancements (15%) – includes geometric and structural enhancements
• Public Relations (15%)
