In-depth inspection of the Hwy 61 bridge spanning the Mississippi River in Hastings is scheduled to begin today. During the inspection, traffic will be restricted to a single lane with flaggers from 9 a.m. to 3 p.m. each
day, Monday through Friday. Inspection will be completed by mid-September, weather permitting.

Update Aug. 15

Debris removal Three more vehicles have been removed from Interstate 35W bridge collapse site in Minneapolis as crews from Bolander and Sons continue debris removal efforts.

More than 90 cars have been removed from the collapse site since the recovery efforts began Aug. 1. Owners of vehicles involved in the collapse can call Minneapolis Police at 612-673-3676 to get more information about recovering their vehicles.

Under contract with Mn/DOT, Bolander and Sons has begun removing some of the wreckage onto barges staged near the collapsed bridge to aid Hennepin County’s victim recovery effort.

Bridge inspections Mn/DOT is progressing with the inspection of all bridges on the interstate system as ordered by Gov. Tim Pawlenty. According to Mn/DOT officials, the agency will inspect all fracture critical bridges in the state no matter where they are located or on which road system. The agency reports that 43 of the 217 fracture critical bridges in the state have been inspected. Of the remaining 3.419 bridges on Minnesota’s interstate system, 830 have been inspected. More

Public meetings Mn/DOT is taking part in several public meetings today and tomorrow to provide more information about tentative plans for a new bridge at the site.

Agency officials met with the Metropolitan Council this morning and will meet with the Minnesota State Legislature’s House and Senate Transportation committees this afternoon. This evening, Mn/DOT will take part in a meeting of interested city and county officials from across the metro area in a facility near Ridgedale in Minnetonka.

Tomorrow, Aug. 16, Mn/DOT will hold a public open house regarding the bridge design and construction at Roseville High School, 1240 West County Road B-2, Roseville, from 4:30 p.m. to 7:30 p.m. Project staff will be on hand to discuss the project and answer any questions. Update Aug. 14

Debris removal: Mn/DOT and the State Patrol yesterday removed another 25 vehicles from the river. Vehicles included cars, trucks and construction vehicles. More vehicles are being removed from the water today. A total of 92 vehicles have been removed to this point. Estimates put the total number of vehicles at around 100.

The debris removal contractor Carl Bolander and Sons will begin moving some of the bridge structure from the waterway. The work will be performed in close coordination with the recovery effort. Debris removal equipment will be on a barge downstream; work will commence on the south side of the debris field.

A debris plan is being developed to determine where the debris will go once it has been inspected by all interested parties. The majority of the debris will be recycled. Concrete will be recycled into Class 5 aggregate; metal will be salvaged.

Bridge inspections: Mn/DOT has completed in-depth inspections on 43 of 217 fracture critical bridges this year. At least 754 of 3,419 routine state highway bridge inspections have been completed this year. More

An in-depth inspection of the Hwy 61 bridge spanning the Mississippi River at Hastings is scheduled to begin Monday, Aug. 20.

New bridge plan: Mn/DOT released a preliminary design for the new I-35W bridge. It is designed for a 100-year life span. It accommodates 10 lanes of traffic, five in each direction, and is two lanes wider than the former bridge. The new bridge will be 180 feet wide to provide more lane and shoulder capacity; the former bridge was 100 feet wide. Mn/DOT will consider steel or concrete-and-steel construction. The agency is working on layout enhancements with the city of Minneapolis, the University of Minnesota and the BNSF Railroad.

Mn/DOT today met with city of Minneapolis officials to present the design. Several additional meetings with public officials and a public open house are planned

The new bridge, which Mn/DOT hopes to open in late 2008, will be delivered using the design/build contracting method to accelerate construction. The federal government is providing $250 million for the new bridge with no state funding match. Improvements to interchanges on either end of the bridge will be considered as separate projects and will require separate funding.

Public meetings: Mn/DOT will take part in a number of meetings this week to discuss the new bridge with various public officials. Mn/DOT will hold a public open house on Thursday at Roseville High School gymnasium from 4:30 p.m. to 7:30 p.m.

Inspections: Mn/DOT has continued to inspect its bridges across the state. Currently the I-35W bridge over the Minnesota River, the Hwy 4 Bridge over the Big Cottonwood River, the Hwy 23 Bridge over old Hwy 71 and the Blatnik Bridge in Duluth are under inspection.

Weekend detours:: Weather permitting Mn/DOT will close I-94 in both directions between Hwy 280 and I-35W the weekend of Aug. 17-20.  The project will add an additional lane in each direction to I-94 to accommodate additional traffic from the I-35W reroute. More

Debris removal:: Mn/DOT and the State Patrol removed 23 vehicles from the bridge Sunday. A total of 67 vehicles have been removed to this point. Estimates put the total number of vehicles at around 100.

The debris removal contractor, Bolander and Sons, did most of the vehicle removal. The company has also continued to prepare the site for debris removal by clearing brush, building a stairway down the south bank and erecting a fence around the site.

Update Aug. 12

Debris Removal Operations Most vehicles on the north end of the bridge have been removed. The debris removal contractor Carl Bolander and Sons and the Minnesota State Patrol will begin removing vehicles from the south end.

Estimate on total number of vehicles is about 100. Between the work Bolander has done and work done by other recovery operations resources, 44 vehicles have been removed from the bridge. The contractor is prepared to begin debris removal as soon as the recovery operations are complete.

Detour Update The closure of Northbound Highway 280 opened early this evening as the emergency road projects/improvements were completed ahead of schedule. This project will improve traffic flow for the additional vehicles Hwy 280 is now carrying as part of the I-35W traffic reroute. Once again, Mn/DOT thanks motorists for their cooperation and patience.

Bridge Inspections As previously announced, here are some of the bridge inspection schedules for the near future:

  • Inspection on the Blatnik Bridge in Duluth began on Aug. 6. This work involves three inspection teams and is estimated to take at least three weeks.
  • The Wisconsin DOT will be inspecting the Bong Bridge in Duluth tentatively beginning the week of Aug. 27, 2007. This work will take about three weeks.
  • Mn/DOT has scheduled inspection of Hwy 8 over I- 35 in Forest Lake and I-35W over the Minnesota River. These inspections are estimated to be complete the week of Aug. 17, 2007.
  • Inspection of Hastings Bridge is scheduled to begin the week of Aug. 20. This work involves three inspection teams and is estimated to take about two weeks.
  • Mn/DOT personnel began inspecting the Cayuga Bridge on I-35 over Cayuga Street on Friday.

Update Aug. 11

  • Debris removal The debris removal contractor Carl Bolander and Sons has removed 16 vehicles from the north end of the bridge. They will continue to move vehicles from both ends of the bridge when it is feasible. Between the work Bolander has done and other recovery operations, 20 vehicles and one truck have been removed from the bridge.

The contractor has moved equipment in over the last few days and is ready to begin debris removal when the recovery operations are complete.

  • Reconstruction The Federal Highway Administration issued a letter to the Minnesota Department of Transportation which delineates which costs for repair and restoration actions are eligible under the Emergency Relief program. Complete letter

Additionally, Lt. Gov./Commissioner Carol Molnau and Metropolitan Council Chair Peter Bell issued a letter to Gov. Tim Pawlenty outlining their reasons for concluding the inherent disadvantages of including a light rail line on the new bridge. Complete letter

Mn/DOT plans to hold public meetings next week to discuss the reconstruction of the I-35W bridge. Details will be available as they are finalized

Update Aug. 10

  • Emergency funds U.S. Secretary of Transportation Mary E. Peters announced a $50 million advance in emergency relief funds to help Minnesota move forward quickly with recovery efforts and plans. These funds are an advance of the $250 million emergency funding bill passed by Congress earlier this week.

    The state can use the $50 million to pay for clean-up and recovery work, including clearing debris and re-routing traffic, as well as for design work on a new bridge. These funds are in addition to the $5 million in emergency aid she released the morning after the bridge collapse. More

  • Weekend traffic reminder: Work begins this weekend to widen the ramp from northbound Hwy 280 to northbound I-35W. The ramps from eastbound and westbound I-94 to northbound Hwy 280 and the ramp from northbound Hwy 280 to northbound I-35W will be closed this weekend. More

Update Aug. 9

  • Five contracting teams submitted Statements of Qualifications to bid on the I-35W Mississippi River Bridge project. All five teams will now submit a proposal and cost estimate. More information will be available soon on the Design Build Web site. The teams are:

    Flatiron Constructors, Inc. and Johnson Bros.
    KTM Constructors (JV of Kiewitt/Traylor Bros/Massman)

Update Aug. 8

  • The project to remove the debris from the collapsed bridge is still developing. Mn/DOT is working with the National Transportation Safety Board in its investigation and Hennepin County in recovery operations.
  • Companies interested in contracting to design and build the new bridge were required to submit their qualifications by 6 a.m., Aug. 8. The I-35W project team is analyzing the data received from the various companies and is also preparing a request for proposals that will be published in the near future. The intent is to have a company on contract in September to construct the new bridge. More
  • Several new safety and traffic projects along I-94 and Hwy 280 will begin in the coming days and weeks. There will be 15 to 20 smaller projects that improve the roadways that are the primary detour routes for I-35W. Traffic improvements for I-94 and Hwy 280
  • All fracture critical bridges will be inspected this year in priority order, and all of the structurally deficient bridges will be inspected in an expeditious manner. Parsons Brinckerhoff has been contracted to assist with the inspections as well as to independently review Mn/DOT’s bridge inspection processes. Statewide bridge inspection

Update Aug. 7

  • Mn/DOT will expedite the contracting process to have a contract to rebuild the I-35W bridge in place by Sept. 2007. The contract will be for a design/build project, where the design and construction is performed by the same team under a single contract.
  • The new bridge will have five lanes in each direction for a total of 10 lanes; one lane in each direction may accommodate transit.
  • Mn/DOT is working with the city of Minneapolis so that the new I-35W bridge will serve both the city and the region.
  • Mn/DOT and Minneapolis wish to proceed with the project as promptly as possible.
  • Plans for the new bridge can proceed in tandem with the National Transportation Safety Board investigation in the collapse of the former bridge.
  • The former bridge was constructed in 1967; the new bridge will be built using today's standards for safety.
  • There will be financial incentives in the contract for early completion of the project.
  • The 2008 Republican National Convention being held in the Twin Cities is not a variable in the timetable of the bridge completion.
  • Mn/DOT engineer Jon Chiglo has been named project manager for the bridge reconstruction.

Aug 6 update

  • Traffic on the I-35W detour moved steadily during most of the morning and afternoon rush hours. Slowdowns were reported at I-694 between I-35W and Hwy. 252, an alternate route over the Mississippi River.
  • Mn/DOT has completed inspections on four bridges: Hwy. 23 over the Mississippi River in St. Cloud, Hwy. 123 over the Kettle River in Sandstone, Hwy. 243 over the St. Croix River to Osceola, Wisc. and 1st St. South bridge in Sauk Rapids. The inspections indicated that the bridges are operating as designed and there are no defects.
  • Inspection of the Gooseberry Falls Bridge on Hwy. 61 north of Duluth began today.
  • Mn/DOT is working with a consultant, Parsons Brinckerhoff, on developing a plan to inspect the rest of the state's bridges. The plan will be presented at a future briefing.
  • Debris removal from the I-35W bridge collapse began today with mobilization of equipment.
  • Mn/DOT has updated a I-35W Bridge Fact Sheet for the Web. It includes construction and costs data, design details and load capacity, as well as a description of work being performed on the bridge at the time of its collapse.
  • Mn/DOT stated that no employees have reported receiving threats at this time.
  • Motorists are urged to look at the Mn/DOT Web site or log on to 511mn.org for traffic information.

Aug 5 update

  • Mn/DOT will lead the effort to remove debris from the collapse site and the Mississippi River, but will continue to work cooperatively with local fire, police, State Patrol and other agencies on recovery efforts. The cost of the operations is expected to be about $15 million.
  • Responsibility for control and security at the collapse site will move from the city of Minneapolis to Mn/DOT and the State Patrol.
  • The National Transportation Safety Board continues to lead the investigation into the causes of the bridge collapse, and will advise about what should happen to the debris as it is removed so it can be evaluated.
  • Debris removal efforts will be sensitive to the integrity of the site until all missing persons are accounted for.
  • The contractor selected to remove the debris is Carl Bolander and Sons of St. Paul.
  • Bolander will begin moving equipment to the site Aug. 6; actual removal efforts are expected to begin later in the week. They will use four cranes in this effort—one on each side of the river, one on a barge in the river and one at an unloading site.
  • Initial efforts will be to remove the debris from the land and then focus on clearing the channel. This will be a slow, tedious operation.
  • Congress has passed a $250 million emergency funding bill, which heads to President Bush on Monday for his signature. Congress will later need to appropriate money to fund this bill.
  • Monday will probably be a difficult commute for motorists who normally would have traveled on the affected route. Mn/DOT encourages drivers to use mass transit, car pool, vary their arrival and departure times, or telecommute, if possible. Visit Mn/DOT’s Web site for current traffic and detour information.

Aug 4 update

  • Inspection has been completed on the three bridges of the same arch deck truss design as the collapsed I-35W bridge—Hwy. 23 over the Mississippi River in St. Cloud, Hwy. 123 over the Kettle River in Sandstone and the Hwy. 243 over the St. Croix River to Osceola, Wisc. Inspections indicated that the bridges were functioning as designed and there were no significant issues.
  • Inspection on the fourth arch deck truss design bridge identified yesterday, the 1st St. South bridge in Sauk Rapids, began today.
  • Inspection on a fifth arch deck truss design bridge, identified today, the Hwy. 61 bridge over the Gooseberry River in northeast Minnesota, will begin tomorrow. This is a fairly new bridge and we don’t expect there will be problems.
  • Mn/DOT is assisting the City of Minneapolis and Hennepin County with recovery efforts.
  • Mn/DOT began discussion with the National Transportation Safety Board on a plan for removal of debris. These plans will be announced at future media briefings.
  • Mn/DOT announces the selection of the consultant Parsons Brinkerhoff to review Mn/DOT’s bridge inspection practices. They are also assisting Mn/DOT with expediting the inspection of the arch deck truss design bridges mentioned above. Parsons will be the lead contractor, but may bring on some subcontractors to help them.
  • Next week, Mn/DOT expects to issue a Request for Qualifications across the U.S. to invite contractors to bid on the project to rebuild the bridge. The RFQ will indicate that it will be an A + B design-build contract.
  • The firm Wiss Janney Elstner is now on site conducting their forensic analysis. 
  • Mn/DOT is waiting for an action from the U.S. Congress for emergency funding for expenses relating to the bridge collapse and rebuild. Now waiting for House action on a Senate bill for $250 million in funds to rebuild that will then go to the President for signature. Congress will appropriate the money in Sept./Oct.
  • Mn/DOT now has a dedicated Web site at mndot.gov where you may find all info related to the bridge collapse and rebuild such as inspection reports, consultant selection, contract type, federal data, traffic detours, daily media conference updates, fact sheets and historic data.
  • On Sunday or Monday, the NTSB will release the scene of the bridge collapse back to Mn/DOT for removal of debris and rebuild.

Aug 3 update

  • Inspection began today on the three bridges that have the same arch deck truss design as the collapsed I-35W bridge. These bridges are Highway 23 over the Mississippi River in St. Cloud, Highway 123 over the Kettle River in Sandstone and Highway 243 over the St. Croix River to Osceola, Wisc. Inspectors will evaluate bridge geometries and fracture critical members for any changes in condition from previous inspection findings.
  • Mn/DOT has identified a fourth arch deck truss design bridge-the 1st Street South bridge in Sauk Rapids. Inspection on this bridge will begin tomorrow, Aug. 4.
  • U.S. DOT Secretary Mary Peters has ordered all states to inspect deck-truss bridges. The four bridges mentioned above are included on that list.
  • Mn/DOT has begun the process of identifying a consulting company that will review Mn/DOT’s inspection practices and procedures. This consultant will also assist with inspection of priority bridges to be inspected across the state beginning next week. Mn/DOT will generate a list of these priorities based on factors such as fracture critical status, sufficiency ratings, critical deficiencies and average daily traffic.
  • Two consulting firms- Wiss Janney Elstner and Lichtenstein & Assoc.--are on site. They are developing a plan for a forensic analysis of the cause of the bridge collapse that is expected to be finalized today. They will share this plan with the National Transportation Safety Board. They will focus their initial efforts on opening up the river channel for navigation as soon as possible.
  • Approximately five Mn/DOT structural engineers are assisting with recovery efforts. They’re working with other structural engineers to assess the structural integrity of the bridge wreckage and to identify safe locations for divers and emergency services teams to enter the water for their recovery work.
  • Mn/DOT announced that John Chiglo has been named the project manager to lead reconstruction of the I-35W bridge. Chiglo, currently project manager for the Highway 212 construction project, is forming a team to begin work on the planning process. The bridge may be a design-build project in order to accelerate construction and assure quality on the project.
