In anticipation of new ITS applications for commercial vehicle operations and enforcement, many regulatory and data management processes needed to be changed prior to the application of the new technologies. Process change and technological change therefore were implemented together in the same project. The project, overseen by an interagency and multi-office steering committee, began with an analysis and evaluation of the following CVO functional areas:
- Roadside activities such as verification and enforcement of weight, safety, and credentials
- Desk side activities including application, issuance, and reporting of vehicle registration, fuel tax licenses, oversized vehicle permits, and commercial driver's licenses
- Communication and education activities including information outreach and services.
